Pay Range

$147,360 - $198,576 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Deputy Facility Manager to assist in the management of the Site 300 Contained Firing Facility (CFF) and support facilities located in the Site 300 East Firing Area. You will be responsible for managing a team comprised of engineers, technicians, specialists, administrative staff, maintenance managers, document and records managers, and work planners. As the Deputy Facility Manager, you will organize and manage a wide range of facility functions, such as operations and maintenance, facility upgrades, management assessments, author and revise safety documentation, and support external outreach activities in support of diverse programmatic activities including explosives experiment execution, new equipment deployment, and diagnostic development activities. You will be responsible for coordinating facility operations and upgrades with program schedules and staff. This position is in the Facilities Operations and Support organization within the Weapons and Complex Integration (WCI) directorate.

You will

• Provide advanced technical leadership and oversight to a multi-disciplinary team in the day-to-day management of facility operations, including the implementation of conduct of operations, work planning and control, Environment Safety & Health (ES&H) requirements, safety basis requirements, training requirements, internal and external assessment programs, and other safety management programs.
• Oversee explosive activities, ensuring operations fall within the approved safety basis envelope, and are compliant with the DOE Explosives Safety Standard, industry standards, and environment, health, and safety requirements.
• Oversee scheduled activities and proposed changes to ensure they are in accordance with the change request process.
• Oversee the day-to-day management of facility operations, including the implementation of conduct of operations, Work Planning and Control, ES&H requirements, safety basis requirements, training requirements, internal and external assessment programs, and other safety management programs.
• Manage resources by appropriately allocating and assigning operators and support personnel to ensure the safe and efficient execution of facility and programmatic activities.
• Establish and maintain overall responsibility of the maintenance and outage schedules for facilities while balancing priorities, budget and personnel resources, and facility availability in support of program work.
• Implement continuous improvement processes in both the safety and efficiency of activities using assessments, direct oversight, performance metrics and other tools.
• Develop and implement an effective emergency management program, including emergency and operational drills.
• Develop and implement plans to promote culture, diversity, equity, and inclusion.
• Perform other duties as assigned.

Qualifications

• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
• Bachelor’s degree in Explosive Engineering, Mechanical Engineering, Chemistry, Facility Management, Environmental Management, or the equivalent combination of education and significant related experience.
• Advanced knowledge and significant experience overseeing explosive operations, maintenance, and work planning in explosives, high hazard, or chemical facilities.
• Significant experience conducting assessments and evaluations and providing recommendations to senior management in support of facility operations.
• Experience leading critiques and investigations following off-normal occurrences.
• Advanced verbal and written communication, technical, leadership, and interpersonal skills necessary to effectively collaborate in a team environment, present and explain technical information, provide advice to management, regulators, reviewers, and stakeholders, manage a multidisciplinary team of technical and administrative staff, and oversee a wide variety of program activities.
• Experience leading a team, project and/or group, creating complex project plans and developing engineered solutions related to state-of-the-art research and development facilities or high hazard operations.
• Significant experience with organizational work planning and control processes, conduct of operations principles, procedures and advanced knowledge of safety and health procedures and requirements.
• Demonstrated experience implementing plans that promote and value diversity, equity, and inclusion principles in the workplace.

Qualifications We Desire

• Experience with the DOE Occurrence Reporting and Processing System.
• Knowledge of the CFF and other Site 300 Explosives facilities.
• Experience as an Explosives Handler or Explosives Support.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
