DESCRIPTION:

The Office of Programming and Technical Assistance is seeking an individual with knowledge of or experience with Florida Department of Juvenile Justice, who possesses a desire to impact best practices and quality of service delivery in Department of Juvenile Justice programs. This person will possess exemplary writing skills, have an interest and belief in evidence-based practices, be self-motivated, and be able to work independently and in a team setting.

DUTIES AND RESPONSIBILITIES:

Writes, compiles, and/or edits public facing, final versions of Standardized Program Evaluation Protocol (SPEP) Reports. Ensures all reports meet style guidelines. Requests and collects information, as needed to finalize reports. Responsible for consolidating review findings and ensuring accuracy of ratings. Ensures reports include appropriate content, grammar, and punctuation.

Leads the report routing process for all Residential and Probation programs to improve report consistency and quality. Submits final draft monitoring report to the supervisor for proof reading and editing. Takes lead responsibility for scheduling review of reports and providing feedback for the program areas and contracted providers. Responsible for the routing of all final report versions to the Research office and the Programming and Technical Assistance SharePoint site. Serves as alternate to the Standardized Program Evaluation Protocol (SPEP) Supervisor.

Conducts site visits at assigned programs to assess quality of services being provided to youth, quality of assessments being completed, and overall contract adherence related to service delivery.

Works with program staff to develop best practices for the implementation of evidence-based and research informed programming.

Provides or brokers technical assistance services and training to address problems or deficiencies.

Provide guidance and oversight related to the Standardized Program Evaluation Protocol (SPEP).

Utilizes advanced knowledge of the Juvenile Justice Information System, Department of Juvenile Justice (DJJ) Probation and Residential Commitment policies and practices, to provide initial and ongoing training and oversight to Probation and Residential staff. Utilizes understanding of the principles of actuarial assessment, the body of criminological research on graduated sanctions, criminogenic risk factors, and needs matching. Works with assigned programs to translate research into practice to ensure the quality delivery of evidence-based services.

Provides or brokers training/ coaching services to include group facilitation, case management, behavior management, risk assessment, documentation, and any other necessary topic to improve service delivery.

Monitors progress in implementation of quality service delivery, including the quality of any specific treatments or practices in terms of adherence to the model and quality of service.

Reviews program staff in relation to their qualifications, academic training, and background experience as it relates to their job duties.

Creates detailed and highly specialized reports related to delivery of delinquency interventions to youth. Completes Standardized Program Evaluation Protocol (SPEP) annual reviews, supplemental reviews, and annual compliance reports, if applicable.

Implements a process to track historical trends and key data elements.

Responsible for maintaining an up-to-date Programming and Technical Assistance Style Guide.

Creates and implements the use of a database of “master” quality reports for various services and variation to be used for consistency across providers and programs. Develop draft report language including narratives, if applicable.

Develops a detailed monitoring approach to be followed during each monitoring event.

Creates and maintains Standardized Program Evaluation Protocol (SPEP) classification, primary service statewide table, and other needed documents for use by multiple program areas and offices.

Posts all content updates or changes to the DJJ website on the various Programming and Technical Assistance web pages.

Coordinates and/or participates in meetings, committees, training events, workgroups, peer reviews, and task force groups, as requested.

Ensures all needed information has been entered in the Program Monitoring and Management (PMM) system in the Department’s Juvenile Justice Information System (JJIS), if applicable.

Attends, participates in meetings, trainings and other initiatives related to professional development as authorized by management.

Serves as a peer on annual compliance or supplemental programmatic monitoring reviews.

PREFERRED MINIMUM REQUIREMENTS OF THE POSITION:

A bachelor’s degree and two years of experience writing, editing, or approving professional, public-facing documents.

Experience using Microsoft software.

Due to the nature of the work, overnight travel is sometimes required.

Professional experience in juvenile justice delinquency, prevention, probation, residential services, or quality improvement is preferred but not required.
SPECIAL NOTES:

When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
