The Public Works Department is seeking a Distribution and Collection Chief. This candidate will possess a passion for public service demonstrated by a high degree of enthusiasm, self-reliance, and job proficiency. This is first-line supervisory, technical and administrative work of more than average difficulty in supervising and coordinating the operation and maintenance of the City's water, wastewater and stormwater infrastructure, rights-of-way, and related systems.

An employee in this class is responsible for supervising, coordinating, inspecting, and budgeting the operation of field crews engaged in the construction, operation and maintenance of systems including water, wastewater, stormwater mains and services, roadways, swales, road shoulders, and related appurtenances, facilities, structures and equipment. An employee in this class exercises reasonable independent judgment in the operation and modification of the systems in accordance with established municipal policies, engineering specifications, Occupational Safety and Health Association regulations, American Water Works Association and Water Environment Federation standards, and other applicable standards and regulations.

Work assignments are received in written and/or oral form. The employee exercises reasonable initiative and independent judgment in determining work methods, equipment, materials and personnel needed and in assigning work to subordinates. Work is reviewed by an immediate supervisor through conferences, reports and observations.

An employee in this class must be available to provide emergency supervision during non-duty hours including nights, weekends and holidays. Employees will be scheduled for this emergency supervisory duty, which consists of one week periods, on a rotating schedule.

The City offers a wide variety of benefits to employees. ESSENTIAL JOB FUNCTIONS

  • Supervises, coordinates and inspects the work of subordinates participating in the construction, operation, and maintenance of water, wastewater, stormwater and right-of-way systems.

  • Develops plans and procedures for work performed, prepares and meets work production quotas, and keeps records and submits reports of time, equipment and material used during work activities.

  • Receives customer complaints and requests, and determines and directs the appropriate corrective response.

  • Writes specifications and requisitions, and inspects materials and equipment; makes recommendations for the purchase of specialized materials and equipment.

  • Prepares the annual budget for the area of assignment and is charged with the responsibility of operating within the approved budget.

    Makes recommendations and gives technical assistance to the activity supervisor and division manager, in addition to other City departments, on technical problems concerning the systems.

  • Reviews applications for employment and recommends eligible applicants for hiring; recommends reassignment, transfer, discipline, suspension, commendation, promotion and termination of subordinates; participates in the disposition of grievances.

  • Provides emergency supervision on a rotating schedule during non-duty hours.

  • May administer and inspect contracted work.

  • May climb on trench banks and on ladders and stairs to access excavations, meter vaults, pumping stations, treatment plants, etc.

  • May assist in the operation and training of employees to operate equipment such as backhoes, jet trucks, valve machines.

  • Performs related work as required.

JOB REQUIREMENTS & WORK ENVIRONMENT

  • Have successfully graduated from a standard high school or possess an acceptable G.E.D. certificate from a recognized issuing agency.

    2. Possess at least five (5) years of progressively responsible experience in the construction, operation, repair and maintenance of water distribution, wastewater, stormwater collection and transmission, and right-of-way systems. Some supervisory experience or training is required.

    3. Possess a current and valid State of Florida Class "B" Commercial Driver's License (CDL).


    REQUIREMENT EFFECTIVE MAY 1, 2011

    Employees hired, promoted or demoted into this class on or after the above date must possess a State of Florida Department of Environmental Protection Level 3 or higher license as a water distribution system operator in compliance with Chapter 62-602 of the Florida Administrative Code and all revisions thereof at the time of appointment. Employees must maintain an active Level 3 or higher license for continuing employment in this class.

Depending on the number of applications and the quality of their education and experience, the examination may consist of one or more of the following tests: Evaluation of Training and Experience, Oral Interview, Written Examination, or other assessment method. Applicants must attain a minimum score of 70 in each part of the examination in order to qualify. All successful applicants will be required to pass a medical examination, including drug screening, prior to appointment.

An eligible veteran who enters an open-competitive examination shall receive preference points added to the total passing score earned in the examination as provided for in the Florida Statutes. To obtain veteran's preference, candidates MUST submit a copy of separation papers and the City of Fort Lauderdale's veteran's preference claim form (J-204)).
