Position Summary

Under the broad direction of the Deputy General Manager/COO, provides expert leadership and management in directing the Service Authority's Environmental Compliance and Advanced Water Reclamation departments; serves as a member of the Service Authority's Senior Management team. The work involves high-level research and analysis, planning, management, leadership, maintenance, and engineering coordination for departmental programs and facilities. This position sets the overall goals of the division in collaboration with the Deputy General Manager/COO and determines the specific tasks and assignments to be performed while handling new and unusual problems and deviations encountered in the work. Position Responsibilities / Essential Job Functions

  • Exercises oversight and broad discretionary judgment in managing all functions of the Division of Environmental Services, Reclamation, and Compliance to achieve the Service Authority's strategic priorities and business goals.
  • Responsible for understanding the overall strategy and direction of the Authority and communicating that message to direct reports and employees in areas of responsibility.
  • Collaboratively and cooperatively works with the Deputy General Manager/COO, Board Members, Division Directors, and other senior managers to analyze organization and customer needs and takes appropriate action in response to those needs.
  • Provides leadership and direction in developing short- and long-term plans for divisional programs and facilities.
  • Researches, analyzes, and evaluates existing policies, practices, and procedures to ensure they are aligned with Service Authority goals; provides recommendations for improvements and implements changes.
  • Ensures compliance with applicable policies, rules, regulations, and laws; coordinates operations and maintenance requirements with regulatory agencies; stays abreast of legal, regulatory, and policy developments affecting water reclamation facility operations.
  • Plans, directs, controls, and coordinates departmental projects' planning, operations, maintenance, and engineering.
  • Assesses department needs and provides leadership in planning for new facilities, upgrades, and renovations.
  • Proactively communicates issues, potential and existing problems, and concerns with Executive Management. Keeps the Executive Office informed.
  • Develops strategic partnerships with customer and community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our customers and respond as a Service Authority representative.
  • Directs the development and administration of budgets, policies, projects, and programs of the division to effectively and efficiently deliver high-quality services. Plans and uses resources economically; develops and administers budgets; monitors and approves expenditures
  • Prepares the wastewater treatment capital improvement plan (CIP) recommendations and coordinates construction project planning, scheduling, testing, and acceptance.
  • Establishes new division benchmarks as necessary and meets established division benchmarks.
  • Reviews comments and negotiates facility permits issued by the Department of Environmental Quality.
  • Communicates a vision and provides division leadership so that employees become proficient and motivated to do their best work.
  • Directs work of professional, technical, trades, and labor personnel; plans work programs and inspects work of staff for acceptance; monitors work efforts, systems, and procedures to evaluate the effectiveness and takes appropriate actions to adjust workflow, operations, processes, and methods to meet requirements.
  • Manages positions and personnel to make best use of employees; selects key employees and reviews or participates in the selection of other staff as appropriate; develops the capabilities of staff; plans for succession of key personnel; counsels employees regarding their work and takes proper actions to improve performance when necessary; resolves grievances and administers discipline; ensures that the management of human resources within the unit is conducted following Authority policies and procedures.
  • Develops plans to meet unexpected situations, new developments, and changes in systems and programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these changes.
  • Oversees the maintenance of technical drawings, documents, manuals, and certifications concerning facilities and systems; prepares or directs the preparation of written materials, guides, manuals, reports, and correspondence.
  • Establishes and maintains effective means of coordinating departmental operations with other Authority systems and takes appropriate actions to support effective coordination during delays and other problems.
  • Communicates understanding and support of organizational goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels.
  • Maintains ties with external organizations involved in the work; keeps interested and involved parties informed of matters requiring their attention; represents the Authority before professional bodies, community organizations, and state and local agencies; presents and explains issues before the Board as needed.
  • Participates in and leads teams, committees, and task forces; presents proposals, provides comment and discussion regarding matters before such groups, and leads the group in completing its charge; presents and explains the findings, conclusions, and recommendations of such work groups to appropriate parties.
  • Represents the Service Authority at inter-jurisdictional meetings as assigned.
  • Represents the Service Authority at outside organizations to stay aware of developing trends and techniques and promote the implementation of good science in developing environmental stewardship policy.
  • Maintains confidentiality at all times.
  • May be deemed essential at any time.
  • Performs other duties as assigned or required.

Essential Skills and Experience:

  • Ability to plan, organize and direct the operation of the laboratory and advanced wastewater treatment facilities.
  • Ability to provide leadership in facilities management, maintenance, and operation; implement effective compliance measures in response to regulatory requirements; evaluate staff and program effectiveness.
  • Ability to communicate effectively, both orally and in writing.
  • Establishes and maintains effective working relationships with others encountered in work; represents the Authority effectively to other public agencies; operates computer equipment and software related to assignment.
  • Knowledge of the natural sciences (chemistry, biology, etc.), environmental and general engineering concepts related to developing, operating, and maintaining water reclamation facilities and related activities, environmental laws, regulations, practices, and concepts of treatment process operations.
  • Ability to manage the preparation of environmental and technical engineering analyses and studies to determine appropriate courses of action.
  • Bachelor's degree in Environmental or Civil Engineering, Environmental Sciences (Biology, Chemistry, etc.), Business or related field supplemented by leadership, management and business practices training.
  • At least seven years of progressively responsible supervisory experience in environmental compliance and/or advanced wastewater treatment plant, including at least five years of supervision/management of varied occupational personnel.
  • Or a combination of education and professional experience as described above.

Preferred Skills and Experience:

  • Ten or more years of progressively responsible experience in environmental compliance and/or advanced water reclamation management.
  • Class I Operator's License.

Special Requirements:

  • Must successfully pass a credit check.
  • Must possess and maintain a valid driver's license consistent with Service Authority policy requirements.

  • Supervises and directs the work of others.
