SUMMARY

  • Reporting to the Chief Operating Officer, the Director of Communications is responsible for developing and implementing, in conjunction with fellow members of senior staff and County Commissioners, a comprehensive external and internal communication strategy;
  • This includes but is not limited to the oversight of all digital content, ongoing county initiatives, and messaging related to significant projects and events;
  • The Director of Communications acts as the principal consultant on public communications to the County Commissioners and serves as the chief spokesperson for the County;
  • The position manages and oversees a staff of two to ensure the integrity and timeliness of all communication.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develops the county’s strategic Communications Plan and related policies to include external public relations, media coverage, internal messaging, and strategic communication;
  • Collaborates with county departments on the planning, development, implementation and execution of communications, marketing, and public relations policies, branding and strategies for county programs and services;
  • Develops relationships with all County department staff to ensure communication continuity.
  • Works with senior team, peers, and subordinates to effectively launch messages to targeted audiences, using appropriate branding and communication method;
  • Provides management leadership for cross-departmental communications projects and programs.
  • Design, develop, organize, and manage the communication, marketing, and branding of the county’s vision, values and central themes and messages to internal and external audiences;
  • Brainstorm new and creative growth strategies that focus on increasing traffic to County-owned digital platforms such as its website, e-newsletter, and social media;
  • Measure and report performance of all digital marketing campaigns and assess against goals. Gain insights from web analytics to create and implement plans to drive engagement, improve resident-facing interactions, and optimize performance;
  • Apply a high-level of technical skills and expertise in the communications field to effectively advise elected officials and staff on aspects of policy communication and provide preparation to department spokespersons;
  • Engage with media personnel, community associations, the business community, civic organizations, and regional partners to effectively build relations, respond to inquiries, and to better market the programs and services provided by the county;
  • Manage the dissemination of public information during emergency/disaster situations;
  • Work in collaboration with first responder departments and their Public Information Officers to handle the dissemination of prompt and accurate public information during emergency and disaster situations.

QUALIFICATION REQUIREMENTS

  • Experience with press/media relations; preferably as a spokesperson 7+ years of experience in field of communications; management experience; government experience preferred;
  • A bachelor’s degree in communications, public relations, public administration, or related field with a high-level of knowledge in media relations required or a combination of education and experience;
  • Must be highly detail-oriented with the ability to understand complex technical processes with the ability to adapt to new technologies;
  • Experience designing, building, and maintaining social media profiles and presence including Facebook, Twitter, YouTube, NextDoor, Instagram and additional platforms;
  • Excellent verbal and written communication; including press experience.

PHYSICAL DEMANDS

This position reports to county headquarters at One Montgomery Plaza located at 425 Swede Street, Norristown, PA 19401. This position is eligible for a hybrid schedule through Montgomery County’s Remote Work Policy.
