The City of Amesbury (estimated population 18,000), a dynamic Merrimack Valley community rich in tradition with a vibrant and expanding economic base, is seeking a strong candidate to serve as the City’s Data Collector for the Assessor’s department.

Hours of work: Full time, 35 hours per week. Flexible schedule.

Classification: Non-exempt, non-union

Compensation: $26.00 - $29.00 per hour

Position Purpose: The City of Amesbury’s Data Collector is responsible for conducting field reviews to gather data for use in real estate assessments. In addition, they are responsible for evaluating properties to determine their fair market value for use in setting tax rates for the City.

Essential Duties and Responsibilities: The essential functions or duties listed below are intended only as examples of the various type of work that may be performed.   • Conducts site evaluation of real-estate and business properties in the city; takes measurements and photographs, verifies data and records, and creates a record of each property using automated programs, and prepares reports as required.
  • Reviews new building materials as they pertain to building permits issued by the Building Department.
  • Evaluates information gathered to determine a true market value for each real estate property reviewed; prepares a range of reports as required for the Chief Assessor and/or the Board of Assessors.
  • Reviews real estate properties as they are sold on the real estate market; reviews all components on the property card as vacant and improved to insure fair market value.
  • Evaluates new subdivisions, records data and creates records of same for use in determining real estate tax rate.
  • Maintains and updates records, database, and files of information for the department.
  • Inspects, reviews, and evaluates all real estate abatements; prepares reports as requested in support of the City before the State Appel Tax Board.
  • Answers complex inquiries and provides information to the general public regarding property valuations.
  • Employee is required to work outside of normal office hours on occasion to attend meetings.
  • Maintains and upgrades statutory and operational knowledge of assessing.
  • Attends and participates in Board of Assessor's meetings as required.
  • Assists office staff in the administration and review of Motor Vehicle Excise, exemptions and deeds for the Registry of Deeds.

Supervision: Chief Assessor

Minimum Qualifications:

Education and Experience: Position requires a High School degree or equivalent, and one to three (1-3) years of real estate or assessing experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Special Requirements:

A valid Massachusetts Class D Motor Vehicle Driver's license is required and Massachusetts Association of Assessing Offices (MAAO) certification preferred.

Knowledge: Working knowledge of Commonwealth of Massachusetts laws relating to municipality property assessments and valuation, real estate, and common policies, practices, and procedures of the department, recordkeeping and administration, and automated procedures. Working knowledge of property deeds and the delineation of land areas as contained in City records.

Abilities: Ability to interact effectively and appropriately with the public and other personnel, maintain accurate and detailed records, perform work under stressful situations, perform multiple tasks in a detailed and organized manner.

Skills: Attention to details, organization, property assessment, public relations, and communication skills.

Confidentiality: Regular access at the department level to a wide variety of confidential information such as income and expense forms in accordance with the state Public Records Law.
