GENERAL RESPONSIBILITIES

Exempt position serving as Chief Administrative Officer (CAO) responsible for the day-to-day operations of Berkeley County Government. Supervision is given to the Deputy County Administrator and the following Department Heads: Legal Director, IT Director, Procurement Coordinator/Director, County Engineer, Planning Director, Facilities Supervisor, Office of Emergency Services Director, Fiduciary Supervisor, Emergency Communications/Dispatch Director, Day Reporting Center Director, Recovery Services Coordinator, Chief Court Marshal, Director of Strategic Planning & Communications, Director of Grants Administration, and the administrative support staff of the County Council’s office. Direction is provided by the Berkeley County Council. Works closely with other constitutionally elected officials.

ESSENTIAL TASKS

1. Meets with, advises, and receives direction from the Berkeley County Council.

2. Responds to and carries out directives of the County Council.

3. Determines agenda for meetings of the Council, acts as facilitator for weekly and special County Council meetings and, generally, prepares materials to appear before the Council.

4. Acts as liaison between County Council members and Department Heads.

5. Reviews, as necessary, all correspondence directed to the County Council and to the County in general and prepare the appropriate response.

6. Develops policies, directives, resolutions, and ordinances in draft and/or final form.

7. Responds to telephone calls and office visits from the public, Department Heads and County employees.

8. Prepares draft budget for review by County Council.

9. Serves as staff representative on various Boards and Commissions.

10. Responds to media inquiries, Freedom of Information Act requests, etc.

11. Reviews and proofreads all County Council minutes prior to distribution to the County Council.

12. Reviews and approves all purchasing specifications prior to forwarding to the County Council.

13. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

1. Extensive knowledge of human resources, purchasing, finance, local government operations, and the relationships of various County Departments and agencies.

2. General knowledge of government operations to include economic development, land use planning, etc.

3. Excellent verbal and written communications skills.

4. Ability to deal with a wide variety of persons in settings ranging from highly structured to moderately unstructured where persons contacted may be skeptical, argumentative, or uncooperative.

5. Able to diplomatically justify, defend, negotiate, or settle matters involving significant or controversial issues.

EDUCATION AND EXPERIENCE

1. Bachelor's Degree from a recognized college or university in Public or Business Administration or related field. Master's Degree preferred.

2. Extensive experience (minimum 10-12 years) in an upper-level management position, preferably as a

County/City Administrator, Deputy Administrator, or Division Director.

A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.

SPECIAL REQUIREMENTS

1. Possession of a valid Driver's License.

2. Must reside in Berkeley County within 6 months of employment.

3. Ability and willingness to work evenings and weekends.

EXAMINATION PROCEDURE:

The kind of examination/screening for positions announced will vary with each position and may include:

an evaluation of training and experience o personal and/or group interview

written and/or spoken examination(s)

performance test(s) o a background investigation

a physical examination*and

a drug test*.

*These examinations are administered after offer of employment.

PROBATIONARY PERIOD:

Berkeley County is an “At-Will” employer. However, new employees normally serve a probationary period of six (6) months before attaining regular status. The length of the probationary period may vary depending on the position and may be extended depending on performance. The probationary period is considered part of the examination process to determine the employee’s fitness for the position in which he/she was placed.

COMPENSATION:

Berkeley County employees are paid twice per month. A new employee ordinarily starts work at the rate specified in this announcement. The Berkeley County Council reviews compensation increases as part of the normal budget preparation process and makes the appropriate compensation adjustments at the beginning of the fiscal year (July 1).

ANNUAL LEAVE, SICK LEAVE AND HOLIDAYS:

(The following is unavailable for part-time and temporary positions)

Employees earn 1.50 days of sick leave per month/18 days annually with unlimited accumulation.

Berkeley County observes 12 paid holidays per year and Primary and General Election Days as they occur.

Employees accumulate annual leave according to the following schedule:

0 – 5 years 1.25 days 15 days

5 – 10 years 1.50 days 18 days

10 – 15 years 1.75 days 21 days

15 years plus 2.00 days 24 days

HEALTH, RETIREMENT & MISCELLANOUS BENEFITS:

Regular employees are required to participate in the West Virginia Public Employee Retirement Plan

Life Insurance is available to full-time employees, their spouse, and eligible dependents.

Regular full-time employees may elect to join the County sponsored health plan which includes medical, hospitalization, major medical, dental, vision, and prescription drug coverage. The County may pay up to100% of the employee costs (depending on election) and the employee pays for any dependent coverage elected.

A deferred compensation program is available.

Mandatory direct deposit is available to any banking institution designated by the employee.
