JOB SUMMARY

This position performs specialized duties in accounting and procurement and is responsible for accounting and financial reporting activities within the Finance Department. This position administers, manages, plans, and directs assigned staff. Duties include maintaining general ledger functions, internal controls, preparation of Comprehensive Annual Financial Report, Annual Budget Document, and federal and state mandated reports and assists with overall financial analysis of City funds.


MAJOR DUTIES

  • Monitors and ensures compliance with state and federal law, GAAP and GASB regulations governing municipal accounting activities and reporting and determines impact to the City.
  • Participates in the development, implementation, and administration of accounting policies, procedures, internal controls and establishes goals, objectives and priorities for accounting activities.
  • Performs complex accounting tasks such as maintain and preparing monthly, quarterly, and annual financial and accounting records for funds primarily including General Fund, enterprise funds, internal service funds, general capital project funds, and grant funds.
  • Administration of grant funds, ensuring compliance with grant requirements and state and federal purchasing and reporting guidelines and regulations.
  • Responsible for reconciliation and reporting of cash and cash equivalents.
  • Assist with preparation of Official Statements associated with debt issuance and maintenance of debt service schedules.
  • Assists in maintaining internal accounting control systems for the City.
  • Assist in maintaining compliance and implementing new Governmental Accounting Standards Board statements.
  • Compiles and balances financial data; maintain records; prepares related reports in accordance with generally accepted accounting principles.
  • Coordinates with independent auditors, provides accounting assistance, prepares statements, notes, and statistical information for the Comprehensive Annual Financial Report and annual operating budgets.
  • Performs special projects as assigned, which requires a high level of understanding of accounting theory and concepts.
  • Assists with maintenance of financial accounting systems for cash collections, accounts payable, accounts receivable, fixed assets, general ledger, and payroll.
  • Directs grants and contract accounting functions, assists with direction of accounts payable, payroll, and accounts receivable functions, ensures proper procedures are followed.
  • Prepares procurement documents for sealed bids, construction projects, and various other purchases.
  • Prepares purchase orders based on purchasing policies and laws.
  • Researches and assists with preparation of Requests for Proposals (RFP) for bank depository services, independent auditors, utility rate consultants, and various third-party finance related services.
  • Conducts organizational and operation studies and recommends modifications based on analysis and updated GAAP and GASB releases.
  • Assists other departments in analysis of financial transactions and reconciliation of the general ledger and operating budgets.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of Governmental Accounting Standards Board statements (GASB).
  • Knowledge of Generally Accepted Auditing Standards (GAAS).
  • Knowledge of payroll laws, regulations, policies and procedures.
  • Knowledge of Internal Revenue Service regulations.
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
  • Knowledge of computers and job-related software programs, for the purpose of development and tracking of financial information.
  • Knowledge of municipal audit practices and procedures.
  • Knowledge of preparation, submission, and receipt of RFP’s.
  • Skill in planning, developing, and implementing departmental and City objectives, procedures, and policies.
  • Skill in problem solving.

  • Skill in oral and written communication.
  • Regular and consistent attendance for assigned work hours is essential.

SUPERVISORY CONTROLS

The Finance Director assigns work in terms of general instructions. This position will report to the Finance Director who will verify completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include GAAP, GASB. GAAS, Internal Revenue Service regulations and guidelines, Social Security guidelines, workers' compensation guidelines, FEMA, OOG, grant regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Administers, managers, plans and directs activities associated with accounting assigned staff, including evaluation of work performances, addresses and resolves personnel issues, and responds to staff inquiries.


MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of a baccalaureate degree in a course of study related to the occupational field.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for a minimum of seven years in a related field with two years of supervisory experience.
  • An equivalent combination of education, training and/or experience may be considered.
  • Certified Government Finance Officer or Certified Management Accountant preferred.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
  • Ability to be bonded.

Pay is determined based on experience.
