- Have a proven track record in managing and leading personnel and liaising with client organizations on design and construction projects.
- Possess a strong working knowledge of Standard Construction Industry Project Management Software Systems, i.e. PM Web, EBuilder, Procore, etc.
- Have a thorough understanding of the pre-construction and construction phases for facilities development.
- Experience in financial management, negotiating contracts, amendments and change orders for professional services and trade contractors for major construction projects (single project construction value greater than $40 million.).
- Full-time, 40 hours per week
- Monday through Friday schedule on first shift, preferred hours 7:30 AM to 4:00 PM

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Construction Services this class is accountable for directing staff engaged in management, direction and oversight of assigned design and construction projects.
EXAMPLES OF DUTIES
Directing assigned staff. Formulating program goals and objectives. Developing or assisting in development of related policy. Interpreting and administering pertinent laws. Maintaining contacts with individuals within DAS, client agencies, contractor and consultant communities related to DAS and State Construction program activities. Analyzing and interpreting of reports and test results of engineering projects. Ensuring department meets objectives of complex agency project program including size, quality and schedule. Coordinating contracts with client agencies to determine and meet their needs and manages all phases of complex projects from inception through design and construction. Establishing staffing, financial and technical resource requirements for unit tasks and assignments. Determining availability of funding; responsible for monitoring and overseeing project budgets and ensuring project costs remain within budget; assisting in program coordination of projects assigned to section including coordination of technical function with architectural and/or engineering projects. Participating in selection and supervision of architectural and engineering firms, contract administration, review and approval of Technical Reports. Negotiating or participating in negotiating fees, terms and conditions for DAS consultant contracts and Construction Manager At Risk Contracts and Guaranteed Maximum Price Amendments associated with DAS construction projects. Assisting in planning organizational meetings with consultants, agencies and Construction Services staff to establish work schedules and develop and prepare items for Bond Commission agenda. Overseeing or managing the DAS PM Web project management system for all projects assigned to unit. Managing tracking systems for Project Initiation Request processing, task letter preparation and approval, project phase progression and intra-unit communications are kept up to date; updates Technical Assistance reports to conform with regulations. Negotiating contracts, analyzing designs and overseeing construction works on projects. Identifying issues potentially affecting program throughout entire process and consults with both assigned Project Managers, Deputy Commission, DAS support units and client agencies. Preparing training materials and coordinating staff trainings. Considerable knowledge of PM Web, Microsoft Project Schedule software, Critical Path Method Schedule Management is required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of administration of project management programs including scheduling and financing; knowledge of principles and practices of engineering, architecture, construction management or facilities management and relationship to building construction and design of buildings, airports, recreational facilities, shore protection structures, power plants, sanitary and water systems and electrical systems; considerable interpersonal skills; oral and written communication skills; supervisory ability; ability to coordinate all technical and administrative work.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a lead capacity in the functions of the design and/or construction of large building projects and utilities.

For state employees lead capacity is interpreted at the level of Design Engineer 3 or Construction Services Project Manager.

Certification as a registered architect or engineer is also interpreted as lead capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in architecture, engineering, construction management or facilities management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience managing a scale (construction value greater than $40 Million) Vertical Public Design and Construction Projects.
- Experience managing staff and assigned consultants.
- Experience in financial management of Public Design and Construction Projects.
- Experience leading contract and change order negotiations.
- Experience in supporting public or private-sector clients on design and construction services.
- Possession of a Bachelor’s Degree in Architecture, Engineering (mechanical, electrical, architectural, civil) or Construction Management.
SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC-American Institute of Constructors) or Certificate as an Engineer in Training (EIT-National Council of Examiners for Engineering and Surveying).

WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and to a moderate degree of discomfort from year round weather conditions.
