Job Announcement Position:
ESSENTIAL FUNCTIONS
Assist the project management staff (with minimal supervision) with the management of rehabilitation and construction projects in the following capacities:- Participate and Lead procurement evaluation committees as assigned.
- Maintain and enforce scope, budget, and schedule for construction projects. Review payment requisitions and invoices. Track all obligations/payments in budget.
- Review and write contracts, purchase orders, change orders, amendments.
- Read and understand specifications and drawings. Provide comments to design team.
- Review and comment on RFI’s, shop drawings and submittal in a timely manner
- Visit sites and develop/review observational reports in a timely manner, two (2) per week minimum. Report issues to Director or Sr. Project Manager in a timely manner.
- Report schedule variances to Senior Project Manager or Director in a timely manner.
- Create and administer checklists for O&M, attic stock, maintenance training, building commissioning, etc as needed.
- Identify proper workmanship. Report items of non-conformance to contractors for correction in the field.
- Represent Owner during punchlist walk-through process; review punch lists created by designer. Assist with 1-year warranty issues and inspections.
- Enforce projects comply with department Quality Assurance Program, overall property strategy, and performance goals, and Agency design standards.
- Coordinate design of properties with project delivery team and operations staff to maximize property performance. -Record minutes of internal MDHA meetings and OAC meetings (if needed).
- Maintain project files in accordance with department procedures. -Develop a rapport and coordinate with other MDHA departments, consultants and Metro departments.
- Assist Senior Project Managers to write RFP’s and RFQ’s as needed for construction projects.
- Manage small purchases for products and services with approval from Director/Designee
- Maintain organization of plan room record drawings, specifications and submittal files, and scan & save to Building Information Folder.
- Attend/present project status updates at related community meetings on all issues related to design, rehabilitation, and construction.
- Perform other responsibilities as assigned by Director or Sr. Project Manager.
REQUIRED EDUCATION, EXPERIENCE AND LICENSES:
A Bachelor’s degree in architecture, business, or a related field and (5) years of experience managing the construction/rehabilitation of large capital housing projects. Must have at least (10) years’ experience in building construction and construction inspection of various types of construction projects.
Candidates with accreditation earned in foreign institutes are encouraged to apply

LICENSE(S) REQUIRED
Valid Tennessee driver’s license.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Behavioral Skills:
Knowledge of the principles and practices of project management of both small and large scale capital projects through all phases including Planning, Design, and Construction; knowledge of project development including scope, budget, and schedule for projects under a regulatory structure and with a set timeframe. Respectful communication skills to interact with leaders in the Agency, Government, Architects, and Contractors.
Technical Skills:
Knowledge of LEED Certified Building criteria; knowledge of federal, state and local laws and regulations governing construction and procurement policies and practices; excellent management, leadership and interpersonal skills; ability to communicate effectively, orally and in writing in both formal and informal settings; must be detail oriented; ability to analytically solve problems, make sound judgments and exercise good decision making. Skilled at Microsoft Word, Excel, PowerPoint, Project (or similar scheduling software) and other Microsoft software.
Physical Skills:
A willingness and mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires some physical exertion such as walking, climbing, bending, stooping, stretching or similar activity; dexterity of hands and clarity of vision, speech and hearing and powers of observation; other physical duties as required.
