The Planning & Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring the safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials, provide oversight as the city grows and needs to arise. The process is governed through the development and enforcement of city codes and ordinances.

The Planning and Development Department is looking to fill vacancies for a Construction Permit Specialist II in their Plan Review section (CPS II). The Construction Permit Specialist II reviews residential plans for compliance with the 2018 International Residential Codes (IRC). Plan reviews include architectural and structural design, plumbing, mechanical, and electrical plans, composing corrective notes, subsequent reviews of corrected plans, and issuing permits for the proposed work at the Planning and Development Department Customer service counter.

This position works in a fast-paced environment assisting the public in person with over-the-counter requests, via e-mail or telephone, answering questions, and providing information regarding the plan review process and permitting. Construction Permit Specialist II perform extensive research involving properties by utilizing existing files and a variety of other research resources to obtain information prior to issuing a permit, and is able to compose written documents using professionalism, proper sentence structure, punctuation, and grammar.

Opportunity to Underfill at the Construction Permit Specialist I level.

Individuals that do not meet the minimum requirements below for the Construction Permit Specialist II may qualify for the opportunity to Underfill at the Construction Permit Specialist I level. The Construction Permit Specialist I performs minor residential reviews for compliance with the 2018 International Residential Codes (IRC). A CPS I also perform subsequent reviews of corrected plans, and assists customers at the Planning and Development Department Customer service counter.

IDEAL CANDIDATE

  • The ability to compose written documents using professionalism, proper sentence structure, punctuation, and grammar.
  • The ability to perform extensive research involving properties by utilizing existing files and a variety of other research resources to obtain information prior to issuing a permit.
  • Willingness to work in a fast-paced environment assisting the public in person with over-the-counter requests, via e-mail or telephone, answering questions and providing information regarding the plan review process and permitting.

SALARY


Construction Permit Specialist II

$26.53 (minimum) - $38.99 (maximum) hourly / $55,182.40 - $81,099.20 annually. Candidates may be hired up to $81,099.20 depending upon qualifications.

Construction Permit Specialist I

$25.35 (minimum) - $37.26 (maximum) hourly / $52,729- $77,501 annually. Candidates may be hired up to $77,501 depending upon qualifications.

MINIMUM QUALIFICATIONS


Construction Permit Specialist II

  • Two years of experience reviewing plans, schedules, and other data to ensure proposed construction conforms with building, plumbing, mechanical, and electrical codes, zoning ordinance, and related regulations and directives.
  • Two years at the level of Construction Permit Specialist I.
  • By end of probation, must obtain the following certifications:
    • ICC Residential Plans Examiner
    • ICC Residential Energy Inspector/Plans Examiner
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Construction Permit Specialist I

  • Three years' experience in construction supervision or as a building construction inspector.
  • Or Certification by a model code agency as an Inspector or Plan Reviewer.
  • By the end of probation, must obtain the following certification:
    • ICC Residential Plans Examiner
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

For both classifications:

  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Three years of Customer service experience in either a Construction Environment or at a Development Counter.
  • Three years of permit issuance, preferably within a Development Services Department environment.
  • Experience with Plot Plans, Site Plans, Civil Plans, or Flood Plans.
  • Experience in professional construction or design.
  • Experience using construction permit software.
  • Experience working in Microsoft Office Suites.
