Job Summary

Under general direction, procures specialized commodities of a complex nature requiring experience in purchasing, contracting and purchasing policy and procedure. Negotiates for the purchase of supplies, services and materials to support all divisions of Contech Engineered Solutions. Perform the sourcing function regarding products, services and processes while developing, implementing and managing supplier contracts. Performs administrative activities in support of the purchasing function; and completes related work as required.


Primary Responsibilities

  • Determines product, equipment and service requirements.
  • Determines methods of acquisition; prepares specifications.
  • Selects vendors and requests written bids/telephone quotes on purchases within delegated authority.
  • Reviews and evaluates bids, records bid information including vendor price, payment terms, and delivery.
  • Issues awards; prepares bid and RFPs that may include value analysis and weighted value procedures for purchases that are processed through management.
  • Reviews, evaluates and recommends bid award to management.
  • Advises users about product, service availability and specification preparation.
  • Resolves vendor-user conflicts; obtains and issues emergency purchase authorizations.
  • Conducts research to identify products, services and equipment for potential department use.
  • Requests information about products and services.
  • May attend trade shows.
  • Meets with vendors to receive product and service information; performs value analysis; analyzes quality, price, source of supply, delivery date, shipping charges and product cost.
  • Prepares correspondence and insures effective public relations with vendors, users, and purchasing personnel.
  • Ensures use of proper record keeping methods and procedures.
  • Prepares complex requests for bid and contacts vendors for bid quotations; analyzes bids received; issues purchase orders; prepares and monitors contracts, outlining performance standards, tolerances, warranties, and maintenance requirements.
  • Reviews, analyzes, and interprets production plans as pertinent to procurement. Take action accordingly.
  • Interprets departmental policies, AASHTO and ASTM specifications and other regulations that may govern the purchasing activities and the awarding of contracts.
  • Other duties assigned.


Minimum Education

Required minimum education: 4 Year / Bachelor's Degree

Preferred Major/Focus: Logistics, Supply Chain or Related Major

  • Combination of post-secondary education and experience will be considered in lieu of degree.


Qualifications

Required:

  • Minimum of five years of responsible experience in quantity buying for a large organization.
  • Experience: performing detailed review of purchasing invoices, purchase orders, and requisitions to insure conformance with policies and procedures; preparing and evaluating specifications for products and services; applying value analysis criteria to products and materials to include weighted-value methods; interpreting and applying public/governmental purchasing procedures.
  • Knowledge of: theory and practices of purchasing, including ethics, standards, bid preparation and evaluation, competitive bidding procedures, quality control; data collection techniques for establishing sources of supply, product, and vendor information; market research techniques; general law of contracts; statistical analysis; accounting and budgetary controls; office procedures; use of office automation to assist in the purchasing function; general computer applications used in business, such as spreadsheet, data base, word processing software.
  • Ability to: conduct studies, evaluate data, and make recommendations and decisions; prepare and present written or oral reports; act as Purchasing Agent as assigned; perform arithmetic calculations; use common units of measure; calculate interest, discounts, and shipping charges; provide staff training in the use of computer applications for purchasing; recognize responsibility and limits of assigned authority; maintain an effective liaison with vendors, management personnel, and co-workers.
  • Proficient in Microsoft Office
  • Ability to travel up to 10% of the time

Preferred:

  • 10 plus years strategic commodity management experience.
  • Strong leadership skills
  • Proficient in J.D. Edwards
  • Prior management experience
