Collector II POSITION PURPOSE

Responsible for review and management of a variety of collection activities. Completes correspondence, processes, collection phone calls, and reports as required with various delinquent member accounts, including Visa credit and debit cards, lines of credit, secured loans, personal loans, real estate loans, and home equity lines of credit and negative share accounts.

Reviews delinquent accounts and determines probable reasons for account status, and negotiates with members to resolve delinquencies and recover losses. Monitors, determines and prepares the appropriate accounts for charge off, assigns to third-party collection agency or legal action. Completes appropriate action for repossession, foreclosure, bankruptcy, legal actions and charge offs. Follows up to ensure prompt recovery of collateral.

Resource for staff, members and third party collection agency for accounts charged off, bankruptcy and legal.

Follows up on all charged-off accounts, bankruptcy, legal action and accounts assigned to third-party collection agency and settlements for payments. May attend 341 and/or reaffirmation hearings or court legal proceedings. Understands and educates members on account terms and alternate payment methods. Completes and follows up on deceased member loans for payment and determines appropriate action. Ensures that the Credit Union's professional image is maintained.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

1. Assumes responsibility for the effective and professional performance of collections functions.

a. Reviews all delinquency reports from the data processing system and verifies the status of the loans and takes appropriate action.

b. Monitors and follows up on delinquent accounts by telephone, personal contact, and correspondence to secure a satisfactory resolution to the repayment problem. Continues to collect until loan becomes current on charge-offs, bankruptcy, legals, attorney and third party collection agency (Access) accounts. Effective use of collection tools, delinquent loan activity reports and collection systems.

c. Utilizes effective human relations skills to present a positive Credit Union image. Calms irate members and answers member questions and complaints relevant to Department functions. Determines reasons for delinquencies and works toward permanent solutions. Minimizes losses by early actions.

d. Utilizes further appropriate collection methods if initial attempts do not secure required payment. Recommends work-out repayment plans. Suggests consolidations, financial counseling, and repossessions as needed.

e. Acts on notification of impounded, lien sale and stored vehicles to protect the Credit Union’s interest.

f. Assists in skip tracing.

g. Reviews accounts and complete appropriate action for repossession, foreclosure, bankruptcy, legal actions and charge-off. Follows up with agent to ensure prompt recovery of collateral. Responsible for getting the detailed accounting of the loan balance/account and for the appropriate member notification. Recommends and completes small claims court complaints and post-judgment actions including garnishments, supplemental orders, and executions.

h. Performs related collection efforts for Bankruptcy accounts; reviews Bankruptcy schedules, contact attorneys/trustee for appropriate action and prepares for and attends 341 and reaffirmation hearings.

i. Recommends charge-offs and follow up to ensure charge off’s are assigned to attorney or third-party collection agency (Access) in a timely manner.

j. Performs collections efforts in accordance with Credit Union policies and procedures and ensures they are legally compliant.

k. Assists and supports in other collection duty functions such as DMV, Quietrak, Board Reports and Charge Off’s processes.

l. Responsible for ensuring collection policies and procedures are adhered to.

m. Maintain and develop processes and procedeures for all collection activities.

n. Purge records if debt has been satisfied.

o. Complete and follow up on deceased accounts with loans.

2. Assumes responsibility for ensuring that professional business relations are established and maintained with Credit Union members and external contacts.

a. Maintains the Credit Union's professional reputation throughout collections operations and in all contacts with members, courts, vendors and legal counsel.

b. Maintains confidentiality.

c. Resolves requests, questions, and problems promptly.

d. Provides information as needed.

e. Serves as a liaison between the credit union members and the Outside Collection Group (Gila) and other vendors.

4. Assumes responsibility for establishing and maintaining effective communication and coordination with Credit Union personnel.

a. Assists credit union staff personnel as needed.

b. Keeps management informed of activities, progress toward established objectives, and of any significant problems.

c. Attends and participates in meetings as required.

5. Assumes responsibility for related duties as required or assigned.

a. Stays informed of changes in collections policies, procedures, and regulations and notifies Outside Collection Group (Gila).

b. Actively and professionally cross-sells Credit Union services.

c. Ensures that work area is clean, secure, and well maintained.

d. Keeps accurate and up-to-date activity reports on late, potentially late, and delinquent loans and negative shares.

e. Documents promptly all collection actions taken, including telephone conversations, alternative financial arrangements, and correspondence in collection systems.

f. Researches loan accounts that appear on late and potentially late records to ensure that Credit Union errors are detected

promptly.

g. Completes special projects as assigned.

PERFORMANCE MEASUREMENTS

1. Delinquent and problem accounts are closely monitored, collected and reviewed.

2. Appropriate collections actions are instituted which are in accordance with established Credit Union policies and are legally compliant.

3. Delinquent accounts are promptly collected. A delinquency ratio which meets management standards is maintained.

4. Professional business relations exist with members, trustees, attorneys and other vendors. Members are properly assisted with their financial problems and their questions are courteously answered.

5. Required reports and records are accurate and timely. Meets established time-lines and dates for Repossession, Bankruptcy and legal actions. Meets established timeline for collection systems follow-up.

6. Good working relations exist with credit union staff personnel and with management. Management is appropriately informed of area activities.

7. Actively participates in both departmental and organizational team meetings, goals, and tasks.

8. Supports Mocse Credit Union’s Values and abides by Code of Conduct.

9. Cooperates with supervisor in Performance Management process.

QUALIFICATIONS

Education/Certification: High school graduate or equivalent.

Required Knowledge: Thoroughknowledge of collection procedures and related laws and regulations.

Understanding of Credit Union loan products and policies. Familiar with default and enforcement clauses.

Familiar with deposit programs, account ownership, and casualty insurance.

Understanding of the U.S. Bankruptcy Code.

Understanding of Small Claims Court system.

Experience Required: Two years of similar or related experience.

Skills/Abilities: Accuracy and thoroughness in work.

Excellent communication, telephone, and public relations skills.

Ability to work well independently.

Ability to work well in stressful situations.

Ability to multi-task.

Ability to operate related computer applications and other business equipment including calculator, typewriter, copy machine, printer, credit bureau terminal, telephone, fax.
