THE POSITION

Pennsylvania's Department of Labor & Indsutry is looking for an experienced Clerical Assistant 3! Within a UC Board of Review (UCBR) Referee office, you will support the Referee staff in processing UC appeals involving varied and complicated legal issues. These appeals are filed from determinations issued by UC Service Centers as well as remands from the UC Board of Review. Don't delay; apply today!


DESCRIPTION OF WORK

As a Clerical Assistant 3, you will review and analyze each incoming appeal; determine proper location and type of hearing, telephone or in-person, in accordance with the regulations; identify issues of law involved in each hearing; identify the proper parties involved; determine which dockets should be combined into one hearing; determine what evidence is appropriate for each appeal case file; organize appeal case files; schedule hearings and process required notices; respond to party written and telephone requests, including requests for subpoena, continuance, withdrawal, and accommodations; transcribe, prepare, and distribute decisions resulting from these hearings; maintain required files of appeal cases and documents; maintain confidentiality of appeal records; and process required paperwork and electronic data for cases and varied office support.

A Clerical Assistant 3 transcribes recorded dictation of decisions from Referees, and prepares decisions from typed drafts, which may involve technical and complex legal matters; reviews these decisions to ensure all issues of law and weeks of benefits are covered in the decision and that the order and disposition properly relate to the findings of fact and reasoning; distributes final decisions and orders timely to all interested parties. Mass appeals involving multiple claimants or labor disputes regularly have several different dispositions for similarly situated claimants which requires additional attention to detail and processes to assure the proper disposition is prepared for each claimant.

Work Schedule and Additional Information:


  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 30-minute lunch.
    • Work hours are negotiable.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week, after successful training. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Clerical Assistant 2 (commonwealth title); or
  • One year of moderately complex clerical experience; or
  • An equivalent combination of experience and training.
