Job Description
The CIP Project Manager is under the general supervision of the Director of Parks and Recreation to oversee development of Parks capital improvement projects and associated tasks. This position helps with the implementation of the Parks Master Plan, Parks Asset Management, planting design and future planning projects for the renewal of the City’s parks, streetscapes and trails. This position assists with asset management, comprehensive public open space grounds management and urban forestry programs. Manages Capital Improvement Plan projects, including construction activities, which includes: proposing new projects; presenting projects to applicable advisory committees for review and approval; composing and assembling construction contracts, plans, and related documents; advertising, bidding, evaluating, negotiating, and executing professional consultant contracts.

Knowledge, Skills, Abilities
Knowledge of:
  • Landscape architecture with specific emphasis on park and trail design, construction document preparation and review, construction observation and administration, irrigation plan review, grounds and forestry management.
  • Civil engineering principles and practice
  • Architectural design principles;
Skill in:
  • Preparing clear and concise reports and other documents.
  • Analytical and problem-solving skills.
  • Proficient in use of Microsoft Office, (Outlook, Word, Excel, Power Point), AutoCad and Adobe Photoshop. Working knowledge of ESRI GIS and SketchUp would also be beneficial.
  • Reading and interpreting a variety of construction documents, including blueprints and schematics
  • Reading and comprehending highly technical or specialized materials
  • Interpreting and applying applicable laws, codes, rules, regulations, and design standards
  • Interpreting and comprehending highly technical engineering plans
  • Analyzing and evaluating the relevance and importance of theories, concepts, and principles
  • Applying independent judgment, personal discretion, and resourcefulness to interpret and apply guidelines
  • Managing large-scale, complex projects
  • Managing contracts
  • Prioritizing, organizing, and managing multiple projects
  • Providing outstanding customer service
  • Gathering and analyzing information and making recommendations based on findings and in support of organizational goals
  • Skilled in operating a computer and related software applications;
Ability to:
  • Communicate Effectively both verbally and in writing.
  • Establish and maintain effective working relationships.
  • Ability to work independently with little to regular guidance.


Licenses/Certification
Valid Texas Driver’s License is required. Registered Landscape Architect, Registered Architect or Professional Engineer in the State of Texas or ability to become registered within two (2) years of date of hire.

Required Qualifications
High School graduate or GED is required.
Ability to establish and maintain harmonious relations with internal and external stakeholders, including colleagues, elected and appointed officials, and, vendors and contractors.

Preferred Qualifications
Bachelor’s Degree in Landscape Architecture, Engineering, Architecture, or a related field with two years of relevant experience; five years experience preferred.

  • Tasks may involve extended periods of time at a keyboard or workstation.
  • Some tasks require visual perception and discrimination and require oral communications ability. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-30 pounds).
