The Office of Child Welfare, part of the Oregon Department of Human Services, is looking for 1 (one) dedicated and compassionate individual to serve as Child Welfare Program Manager (Manager 2). This position will serve Newport / Lincoln County Oregon.

What you need to qualify:
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.
Essential Attributes:
We are looking for candidates with:
  • Experience developing and managing a case load or case plan related to safety practice models.
  • Experience implementing organizational objectives and ensuring that the necessary quantity and quality of work is achieved.
  • Experience supervising and managing a work unit including hiring, training employees, assigning and reviewing work, providing employees with feedback on their performance, providing oversight of operations, and managing staff performance.
  • Experience with Oregon Safety Model and interpreting and utilizing ODHS Policy & Procedure
  • Experience creating and maintaining a work environment that is respectful, facilitates the development of teams and is a professional model of leadership for staff.
  • Experience developing constructive and cooperative working relationships with partners and community members and maintain them over time.
  • Experience supervising a program or policy area that serves vulnerable families.

As a Child Welfare Program Manager, you will be:
  • Observing, coaching, and engaging caseworkers to achieve best practices and positively engage client families.
  • Providing case consultation and individual tutoring for developing case plans, placement permanency decisions and treatment interventions.
  • Assigning duties and/or cases to social service specialists and ensuring backup coverage.
  • Ensuring that cases are opened and closed in accordance with policy and deadlines.
  • Planning, monitoring, and evaluating staff activities.
  • Helping new employees understand their roles, helping staff complete critical casework functions, and assisting senior-level workers with their career planning.
  • Eliciting input from staff to ensure adoption of new practices.
  • Developing clear expectations for staff and completing annual performance reviews.
  • Researching and interpreting policy.
  • Reviewing client case plans and other documents for quality.
  • Evaluating board and court hearing processes to ensure they are appropriately conducted and timely.
  • Auditing and reviewing case files.
  • Completing general personnel actions such as hiring and approving leave requests.
  • Manage programs that provide child welfare services in collaboration with TANF (SSP), other DHS programs and community partners within the district and state.
  • Improve outcomes for clients using assessment information to modify, redirect, support or enhance child welfare operations as well as develop new programs.
  • Assure information and accounting systems are consistently maintained.
  • Develop and coordinate training necessary for staff to carry out their functions.
  • Establish and maintain linkage with courts, community partners, local tribes, and state institutions.
  • Speak with agencies, individuals, media, and community groups in order to educate people about child abuse and neglect.
  • Interpret child welfare policy and achieve beneficial coordination for child welfare programs.
  • Prepare performance evaluations and effectively recommend personnel actions regarding those staff, i.e. salary increases, promotions, reassignments, disciplinary action and discharge.
  • Maintain healthy, safe, family-oriented, clean, and professional facilities which meet the needs of staff.
  • Assure personnel are knowledgeable of and in compliance with statutes governing safety, fire health, services to persons with disabilities, etc., all which apply to a public building.
  • Develop and maintain accurate financial records.
Working conditions:
Usual office work and supervision is required with periodic travel and occasional over-night trips. Employee must be willing to take emergency night and weekend calls. Position may require public relations work, including occasional meetings and public speaking. Some use of personal vehicle may be required. Phone and office contact with clients including angry, upset, or hostile clients is necessary. Irregular work hours and some weekend work are expected. Working hours may be adjusted within a given week to provide services.
