Overview:
POSITION SUMMARY
The Chief Executive Officer (CEO) has overall responsibility for the management and operations of San Gabriel Valley Medical Center, which includes the planning, managing, directing, coordinating and controlling the overall operation of San Gabriel Valley Medical Center. This position provides leadership, administers, directs and coordinates all activities of the facility to ensure compliance with the hospital strategic objectives and to ensure delivery of quality care to all patients.

The CEO is responsible for implementing policies and plans authorized by the President, Chairman of the Board of AHMC Healthcare Inc. and Hospital Board of Directors to ensure the operation of the hospital. This position attends personally, or by designee, all meetings of the Board of Directors and Board Committees.

Responsibilities:
ESSENTIAL JOB FUNCTIONS
1. The incumbent initiates organization wide policies and procedures to facilitate the type of organization needed to accomplish the hospital’s goals, objectives and programs.
2. Directs short-range and long-range planning function including development of goals, objectives and strategic plans to ensure quality services and financially sound organization.
3. The Incumbent administers all day-to-day operations in a quality and cost conscious manner, ensuring that decisions are sound, fair and consistent with the goals of the organization and in compliance with laws, regulations applicable to acute care hospitals.
4. Incumbent conducts ongoing monitoring of hospital operations including daily patient census, nursing reports, overtime and registry usage.
5. Ensures continuous effective communication among all levels of hospital personnel by conducting regular meetings with the Senior-Level Administration staff and Department Managers.
6. Manages employees through subordinates. Establishes performance goals and allocates resources.
7. Represents San Gabriel Valley Medical Center in all administrative affairs. Resolves internal and external conflicts and investigates complex problems or issues posing significant financial or legal impact, e.g., malpractice, ethical issues, or patient/staff/physician complaints
8. In collaboration with other members of the hospital team, prepares reports for the Board of Directors on the overall activities of the hospital, as well as on appropriate federal, state and local developments that effect hospital operations.
9. Establishes strong working relationships with the employees, medical staff and others in the healthcare team, as well as in the community.
10. In concert with the management team, ensures proper management and oversight of hospital operations.
11. Ensures that all operations of the hospital are carried out in an ethical responsible manner.
12. Monitors the performance of contracts and other financial matters.
13. Establishes a culture of open communication, accountability, timely decision making and integrity throughout the facility and in all operations.
14. Maintains a high degree of visibility in the facility and actively participates in team-building programs and other employee activities.
15. Creates an environment of continuous improvement that fosters collaboration among all members of the healthcare team.
16. Confers with management on the integration of departmental activities, the resolution of administrative problems and the improvement of departmental functions.
17. Demonstrates fiscal responsibility and efficiency by monitoring costs, revenues and overall provision of care. Develops and manages budget for the hospital, allocates funds within the budget and ensures that the hospital operates within budget.
18. Consistently applies established policies and procedures and ensures that members of the management team are knowledgeable and consistent in the application of policies and procedures affecting the operation of the hospital.
19. Oversees the planning, development and finance, including review of capital and operating budgets for the hospital.
20. Implements short and long range plans for the hospital.
21. Ensures the implementation of marketing and community relations plans and objectives that are sensitive to the needs of the patient population being served. Identifies new business opportunities in collaboration with other hospital resources.
22. Ensures ethical and legal compliance in the implementation of any marketing programs, contracts or materials.
23. Reviews contracts and agreements to ensure compliance with applicable laws, regulations and the mission and vision of the hospital. Maintains immediate supervisor informed of any concerns, issues, or/and problems.
24. In collaboration with members of the healthcare team, ensures proper utilization of medical services and resources by patients.
25. Organizes and supervises the administrative functions of the hospital. Delegates duties and establish formal means of accountability.
26. Ensures compliance with applicable laws and regulations governing acute care hospitals.
27. Protects all corporate and hospital assets and ensures that they are properly managed.
28. Provides information and data as requested by corporate office in a timely, accurate, efficient manner.
29. Supervises coordination and cooperation among Board of Directors, Medical Staff and departments to maintain a highly effective team with a goal to provide excellent patient care.
30. Oversees the relationship between hospital employees and the medical staff in order to render high quality patient care.
31. Oversees the selection, employment control, discharge of administrative, and management employees in compliance with laws, regulations, policies and procedures. Maintains a highly effective team with the emphasis on reaching set goals in an environment that fosters dignity and respect towards patients, physicians and employees.
32. Develops and maintains personnel policies and practices.
33. Establishes and maintains effective working relationships with the medical staff ensuring that their needs and concerns are addressed promptly and effectively.
34. Attends, collaborates and actively participates in medical staff meetings to ensure the utmost quality of care is provided to the population being served.
35. Abides by the hospital’s Code of Conduct, Policy and Procedures and HIPPA compliance.
36. Performs additional duties as assigned.
Qualifications:
TRAINING/EXPERIENCE
1. 5 years’ experience in a leadership role.
2. Must have knowledge of budgeting process and procedures.
3. Must be able to manage and administrate facility budget.
4. Must have knowledge of facility operations.
5. Proven successful leader with a broad understanding of healthcare issues, laws and regulations affecting the hospital environment.
6. Thorough knowledge of modern management principles, practices and methods required.
7. Working experience with diverse groups and commitment to foster collaboration, compliance and fiscal responsibility through all levels of personnel
8. Collaborative partner who values teamwork, integration and integrity.
9. Demonstrated ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures
10. Decisive yet supportive leader with the ability to motivate others to excel in the provision of care. Ability to plan, supervise and evaluate the work of others efficiently and consistently.
11. Must have excellent critical thinking, written and verbal communication skills
12. Must have excellent human relation skills

EDUCATION/CERTIFICATION/LICENSE

An advanced degree in a relevant field is required, appropriate management and leadership is essential

Hospital Description:
The hospital is a 273 bed acute care and inpatient rehabilitation facility. The facility is Medicare and Medi-Cal certified and accredited by the Joint Commission on Accreditation of Healthcare Organizations. The hospital provides healthcare services reimbursed by Medicare, Medi-Cal, traditional insurance plans, PPO, HMO and under capitated arrangements.
