Summary

Summary: Under general supervision of the Business Services Manager, the Business Services Partner (BSP) provides consultation and support to all divisions within the Parks and Recreation Department and is responsible for the planning and coordination of activities designed to maintain ongoing compliance with Parks and Recreation accreditation standards processes and corrective action planning. The BSP will have knowledge in areas of program compliance, facilitation and training coordination. The BSP applies expert skills in a full range of Parks and Recreation methods, principles, and practices to advise and drive the development of employees and department re-accreditation efforts.


The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Essential Job Functions & Other Important Duties

Essential Job Functions:

  • Supervises assigned staff, which includes applicant selection, prioritization of activities, training, coaching, discipline and conducting performance evaluations.
  • Assists in evaluating and implementing policies and procedures that enhance the efficiency and productivity of the department, specifically related to the use of software systems.
  • Partners with the Parks and Recreation Department leadership team in the re-accreditation process and development of training strategies that support the Parks and Recreation business group needs.
  • In partnership with Human Resources Business Partner, helps drive an environment of engagement, shared success, and continuous improvement.
  • Prepares and maintains Parks & Recreation Department SOPs.
  • In collaboration with Parks and Recreation leadership and Human Resources, the Business Services Partner will design, facilitate, and coordinate Parks and Recreation department specific training classes.
  • Evaluates the overall training and development effectiveness in meeting Parks and Recreation objectives and by assessing the transfer of learned information to job performance
  • Manages the planning, collection, compilation, and documentation of proofs of compliance that correspond with the accreditation standards.
  • Trains Parks and Recreation employees on policies and procedures necessary to correct deficiencies associated to re-accreditation process and or other department specific training and development needs.
  • Meets regularly with the Business Services Manager and key personnel and prepares reports related to the progress of accreditation efforts, maintains written directives, and completes other projects as assigned.
  • Researches, evaluates, reviews and drafts Parks and Recreation policies and procedures as needed or directed to ensure compliance with accreditation standards and or other departmental needs.
  • Works with all Parks and Recreation divisions to develop course schedules that meet strategic Parks and Recreation departmental goals and employee needs.
  • Coordinates, writes, and submits applications for Parks and Recreation departmental grants and awards.

Other Important Duties:

  • Responds to requests for information from staff, other entities, and the public.
  • May be required to travel to attend meetings, conferences, and training.
  • May be subject to working extended hours, evenings, and weekends.

Job Requirements

Knowledge, Skills, and Abilities:

  • Ability to manage multiple priorities, pivot when needed, and work under strict deadlines.
  • Ability to think strategically and translate into operational plans and problem solving to make things happen.
  • Experience providing support to senior-level staff in process reengineering and strategic problem solving.
  • Knowledge of enterprise business operations and experience leading cross-functional projects/project teams.
  • Excellent written and verbal communication skills including organizational and planning skills as well as professional presentation, decision-making, and intrapersonal skills.

• Knowledge of City policies and procedures.• Knowledge of computers and related equipment, hardware, and software to set up and maintain tracking databases of all personnel and related training requirements for accreditation standards.

  • Knowledge of customer service, business partner and or consulting practices and methods.
  • Proficiency in all standard computer applications, including Microsoft Office products, particularly, Microsoft Word, PowerPoint, and Excel.
  • Utilizes sound knowledge of Parks and Recreation department administration, operations, policies, standards, and practices to support good governance.

Education, Experience, and Certifications/Licenses:

  • Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, Parks and Recreation, Education, or a related field; and a minimum of four (4) years project management, planning or administrative experience with two (2) years of accreditation knowledge and two (2) years of supervisory experience; or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess a valid State of Texas Driver’s License.

Walking - on foot to accomplish tasks, long distances, or site to site.

Work Environment:

  • Work performed is primarily: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Equipment and Tools Utilized:

  • Equipment utilized includes personal computer, software systems, copier, calculator, scanner, fax machine, paper shredder and other standard office equipment.
