Position Summary
Works under limited supervision to be responsible for the review, analysis, and evaluation of processes, and systems, under user needs for projects associated with individual agency or office; coordinates processes to ensure that the information systems support departmental business operational needs; serves as the first point of contact for co-workers and departmental liaisons regarding the use of designated systems; gathers data to contribute to the development of business plans and strategies; assist the County IT staff in understanding the operational need for both automated and manual solutions to the business systems and procedures.

Pay Grade 54

Salary Commensurate with Experience and Education Minimum Qualifications
100.00% - 1. Five (5) years of experience as a supervisor, administrative or systems procedures analysis, of which three (3) are required in the business services area; and

2. Bachelor"s degree from an accredited college or university in computer science, business administration, or operations engineering; OR

3. An equivalent combination of education, training and/or experience.

4. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED Duties and Responsibilities
1. Provides training, training sessions and assistance to users on various types of software and hardware. May provide supervision to assigned staff.

2. Documents workflow and results of business analysis and obtains sign-off from users on specifications.

3. Provides managers and executives with general administrative support in a wide variety of areas such as, but not limited to financial management, budget preparation, purchasing, contract administration/monitoring, cost benefit analysis, personnel, general administration, and special projects requiring quantitative and analytical skills.

4. Conducts meetings on all levels of management for purpose of presentations, reviews, approval of recommendations, etc.

5. Represents the organization in meetings and maintains liaison with other public agencies.

6. Recognizes and identifies potential areas of technology where existing services, policies and procedures require change, or where new ones need to be developed, and make recommendations in these areas.

7. Develops, edits, and maintains technical operating procedures and standards manuals.

8. Researches and benchmarks organization"s systems maintaining, collecting, and analyzing statistical information and various reports.

9. Maintains current knowledge of new hardware and software and recommends upgrading to maintain efficient operation.

10. Evaluates the hardware and software vendor and third-party hardware and software and report significant findings.

11. Performs analysis of department production and redesigns workflow if appropriate.

12. Authorizes changes to schedule and structure priorities of function to be completed and initiate system policies and procedures.

13. Performs other related duties as required or directed. KSA's
KSAs - 1. Ability to express complex technical concepts effectively, both verbally and in writing.

2. Skilled as analytical and organizational.

3. Ability to work independently with limited supervision.

4. Knowledge of office automation, information technology techniques and practices, forms, and records management.

5. Ability to work well with people from different disciplines with varying degrees of technical experience. Special Requirements
1. Must possess a valid Tennessee driver's license or secure one by date of employment.

2. Must have access to an operable automobile and met County requirements for automobile insurance upon date of employment. Disclaimer
