Pay Range
$104,370 – $135,192 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Business Analyst III. You will provide business analysis and project management support for project control functions. You will facilitate, implement, deploy, and maintain new or enhanced business solutions and provide process improvement to ERD’s management and project teams; integrating data from various financial and informational databases for broad internal and external dissemination. The position is in the Program Services & Operations Division of the Environmental Restoration Department.

Telecommuting options are available for this position, but are subject to change based on business needs.

You will

  • Provide project management support and project leadership for the ERD project management systems (i.e. Metis and Institutional Oracle databases); lead a multi-disciplinary and cross-functional development team; act as liaison between technical staff and clients.
  • Lead the creation of ERD’s budgetary execution documents and change control; Develop assessment and reporting tools for the Site Execution Plan (SEP) and Annual Work Plan (AWP).
  • Perform monthly forecasting and earned value reporting and develop quarterly progress reports for submission to DOE.
  • Provide data for budgetary planning, project execution monitoring, and forecasting in G2, DOE’s Project Management System.
  • Act as the primary trainer, mentor and contact for Metis clients, both internal and external to ERD; troubleshoot client issues.
  • Act as primary tester for the user experience and conduct quality control and data validation to ensure databases are accurate and consistent with DOE and LLNL requirements.
  • Extract data, conduct, and prepare ad hoc reporting and analysis from project management information application programs such as Metis and Institutional Oracle databases in support of business decisions, execution of work scope and change control.
  • Interpret DOE and LLNL directives, produce impact analysis for changes mandated by the sponsor or the Laboratory, determine the financial impacts to DOE and the resulting impacts to ERD’s ability to complete scope and staff appropriately.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s Degree in a business-related field, or equivalent combination of education and related experience.
  • Experience with project management to facilitate the architecture and design of information systems with multiple and complex components.
  • Experience gathering, analyzing, evaluating and interpreting data for the purposes of building business models and performance measures and experience analyzing report information and graphing generation and the ability to continually improve reporting capabilities to meet needs and requirements.
  • Experience with project management methods and/or Earned Value Management Systems (EVMS) for tracking costs, schedules, scope and progress, in addition to forecasting, cost/benefits analysis, and trending.
  • Advanced analytical and problem-solving skills with experience to anticipate, identify, and resolve complex problems.
  • Organizational skills, attention to detail, accuracy, and follow through; experience with techniques for maintaining data integrity, error cause and effect analysis, and error prevention.
  • Written and verbal communication skills necessary for effective interactions with all levels of personnel and within a multidisciplinary technical environment, and experience working effectively both independently and as a member of a team.
  • Extensive knowledge of and advanced skills using computer programs, system software and computer equipment, such as Oracle based applications, Apple/MAC and MS Office software.

Qualifications We Desire

  • Experience using Microsoft Project and Fastrack.
  • Knowledge of LLNL Policies and Procedures for business practices.
  • Experience using Metis for management information purposes.
  • Understanding of federal budget process.
  • Knowledge of DOE Order 413.
  • Knowledge of DOE Project Management system, G2.

This position requires a Department of Energy (DOE) Q-level clearance.
