The Work You Will Do:

The Benefits Services Consultant-SES is a member of the Workforce Services team of the Division of Reemployment Assistance.


Supervisory employees are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors. Section 110.205(2)(w), Florida Statutes. This position serves as a manager responsible for planning, directing, coordinating, and supervising the activities of professional staff providing consulting services and programmatic support to the RA Program to improve and execute operational procedures.

Pay:

Your Specific Responsibilities:

This is high-level managerial work in which the incumbent of this position directs several sections within the Reemployment Assistance (RA) Adjudication Unit. This position requires the incumbent to exercise independent judgment in formulating or assisting in the formulation of policies and procedures that have significant impact in all aspects of the reemployment assistance program, including personnel administration and the preparation/administration of budgets.


Manages and oversees the operations of the Adjudication Unit to ensure team members are performing efficiently and effectively, and in compliance with established performance standards. Proposes organizational and budgetary improvements related to program and operational issues as needed. Develops and/or administers a tracking system with workload standards which are used as a measure of effectiveness and efficiency of the Adjudication Unit. Confers regularly with section supervisors and managers on the resolution of the more difficult or unusual programmatic technical problems. Engages with staff, RA leadership, and other RA program areas to identify areas of concern and recommend possible solutions.


Prepares and insures uniformity of policies, instructions, directives, and other procedures among the sections. Directs the preparation of letters, reports, and statistical data on the various section activities. Ensures that timely and accurate responses are made to inquiries pertaining to the various section responsibilities. Evaluates administrative, production, and fiscal reports relating to Adjudication Operations activities. Represents the Manager at conference meetings as required.


Participates in the selection and hiring of staff and recommends applicants based on merit and qualifications. Makes recommendations regarding firing, promotions, transfers, and other personnel related actions affecting staff in Adjudication Operations. Ensures that personnel receive appropriate programmatic and technical training commensurate with their job responsibilities and is generally responsible for the development of associates. Assists and guides supervisors in making personnel assignments and in handling difficult personnel problems.


Aids in the interpretation of the Florida Reemployment Assistance Law and Federal Regulation pertaining to reemployment assistance. Interprets and clarifies policies and procedures relative to Adjudication Operations.


Handles special or unusual problems and requests from elected officials, attorneys, employers, and claimants which are associated with the reemployment assistance program in general and the Adjudication process in particular. Resolves reemployment assistance cases of a particularly complex or unusual nature.


Performs other related duties as required.


Required Knowledge, Skills, and Abilities:

  • Ability to collect and analyze data relating to the management of a reemployment assistance program
  • Ability to conduct training sessions.
  • Ability to deal with the public in a courteous, tactful, and effective manner.
  • Ability to prepare reports relating to reemployment assistance program
  • Ability to work independently.
  • Ability to solve problems and make decisions.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel may be required to travel.

Preferred:

  • At least one year of professional experience in a reemployment assistance or workforce program.
  • At least two years of supervisory experience managing multiple teams and/or supervisors.
