Applicant must have a:

Master's Degree in management, public administration, criminal justice, or social services and three or more years of employment in probation/court services, at least one of the required years must be in juvenile detention/residential services, or

Bachelor's Degree and five or more years employment in probation/court services, at least three of which are at a supervisory level, and at least one of the required years of employment must be in juvenile detention/residential services.

Security. The Assistant Superintendent position assists in the implementation of the policies and procedures related to resident supervision and institutional security measures to ensure the physical presence of each resident in the facility. Identify potential security issues and notifies appropriate personnel. Identifies unusual and dangerous conditions or circumstances when they develop and responds by notifying the proper personnel, supervisors, and outside agencies if necessary and assists with all necessary measures to return JDC operations to normal. Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

Develops and implements institutional goals, objectives, policies, and procedures.

Safety. The Assistant Superintendent assists in employing knowledge and skills in relation to emergency procedures (e.g., first aid, CPR, fire safety, communicable disease) to ensure the well being of residents, staff, and contract employees.

Staff Effectiveness.

Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.

Provides general supervision over the day-to-day operation of the Detention Center in the absence of Superintendent, and assumes direct responsibility for the operation of the center.

Assigns/supervises and reviews the work of the five Supervisor’s; consults with the Supervisors concerning routine and special problems regarding residents; Interviews residents whose adjustment difficulties may cause disciplinary problems; takes corrective action to solve or modify disciplinary problems.

Operation/Service Delivery.

Behavioral Management. The Assistant Superintendent Position ensures and establishes the continued use of behavioral and developmental theories to establish clear expectations for resident behavior and employing immediate positive or negative consequences as a result of direct involvement with residents. The Assistant Superintendent is responsible for supervising staff facilitates small groups designed to promote pro social skills (social skills, anger management, restorative justice) as outlined in our behavior manual. The Assistant is responsible for supervising staff acknowledging positive behavior by awarding coupons, praise, issuing rewards, and issues consequences for resident's inappropriate behavior. Incumbent is responsible for coaching staff and acknowledging positive work performance.

Crisis Intervention. The Assistant Superintendent position assists in using skill and composure to prevent or minimize physical and emotional harm to residents and other staff when handling a wide variety of crisis situations (e.g., physical violence, escapes, riots, suicidal behaviors). The Assistant must maintain professional composure and effectiveness at all times. Deal effectively with emergency situations.

Medical and Mental Health. The Assistant Superintendent position assists our medical and mental health professionals to ensure medical and mental health needs are met. Make appropriate medical or mental health referrals for any resident which displays as emotionally stressed, or have medical and mental health conditions. Provides emergency medical care and crisis counseling to juveniles; restrains physically abusive and dangerous juveniles as required. Provides for residents’ needs, including delivery of comfort medications.

Program Maintenance. : The Assistant Superintendent position assists in implementing, teaching, creating, and supplementing the facility’s daily program and activities (e.g., physical education, recreation, arts and crafts).

The Assistant Superintendent position assists and provides compliance visual checks and/or suicide watch as mandated according to NCCHC and IDJJ standards.Ensures the basic medical and mental custody needs. Assists with fire drill procedures, man down, and crisis drills.

Ensure compliance with federal, state, and local laws and regulations; requirements; may audit or coordinate with outside auditors; ensure timely completion of mandated reports.

Transportation.The Assistant Superintendent position assists and maintains transportation that may be required to court hearings, medical or psychological appointments, emergency medical and/or psychological treatment, or to other services outside the Center while maintaining security.

Business Management/Documentation.

Intake and Release. The Assistant Superintendent positionensures accuracy of theduties of admissions, discharges, and referral of juveniles to appropriate agencies; makes appropriate intake decisions based on secure detention criteria and the circumstances involved in the referral of the juvenile to the Center.

Leadership.

Team Work and Professionalism. The Assistant Superintendent position assists establishes and maintains effective working relationships with those contacted on the job, including those of different social, ethnic and economic backgrounds.
