Description

The Norfolk City Attorney’s Office is seeking an Assistant City Attorney focusing on the representation of the Norfolk Department of Human Services in administrative and litigation matters. The attorney will represent the Department of Human Services in the Juvenile and Domestic Relations District Court and Circuit Court, handle appellate matters in the Court of Appeals and Supreme Court of Virginia, and represent the Department in administrative appeals. The attorney will provide legal advice in connection with child abuse and neglect, foster care, and adult protective services.

The attorney will be responsible for other duties as assigned, including, but not limited to, Freedom of Information Act requests, records requests, review of HIPAA rules and regulations, handling of subpoenas for witnesses and documents related to social service matters, review and preparation of contracts, interpretation and drafting of codes, statutes, regulations, ordinances, and policies, and provision of legal advice regarding the applicability of constitutional, statutory, and regulatory provisions to local governance and administrative issues. Duties may also involve representation of the Norfolk Community Services Board, the Norfolk Children’s Services Act Office, and other departments, boards and commissions as necessary.


Essential Functions

The essential functions of the Assistant City Attorney position will vary depending on the specific assignment and areas of responsibility, but may include the following:


May prepare for and participate in hearings and in trials of cases in courts not of record and in courts of record; may assist more experienced/senior attorneys in the trial of cases.

May prepare for and participate in administrative proceedings before federal, state, and/or local agencies, commissions, or boards.

May render routine legal advice to specified officers, departments, commissions, boards and agencies of the City.

May research federal, state and local laws; may interpret law and render legal opinions under supervision.

May prepare and/or review a variety of legal instruments and documents on behalf of the City, such as contracts, real estate purchase and development agreements, leases, franchise agreements, briefs, pleadings, codes, regulations, ordinances, policies, and opinions as required and/or assists in the preparation of such documents.

May negotiate a variety of legal instruments and documents on behalf of the City, such as contracts, real estate purchase and development agreements, leases, franchise agreements.

Assists more experienced attorneys as assigned.

Performs related work as required.

Articulates and communicates complex ideas effectively, both orally and in writing.

Establishes and maintains effective working relationships with court officials, state and local officials, members of the bar, fellow employees and the general public.

Education/Experience

  • Admission to Virginia State Bar required.
  • Trial experience, particularly in Juvenile and Domestic Relations Court and/or Social Services matters, preferred.
