As an Area Manager, you provide necessary supplemental leadership to optimize safety, quality, and throughput for the facility operations.
SUMMARY OF POSITION:

This position is accountable for directing and coordinating materials, equipment, and manpower to meet weekly car repair schedules. The areas of responsibility will differ between shops based on shop needs and organization. However, in all instances, the Area Manager will oversee a particular area of shop operations. In most locations, an example would be repair, paint, coil, and valve, etc. At the Cleveland, TX facility, the Area Manager will oversee 2nd and 3rd shift operations.

NATURE AND SCOPE:

This position reports to the Repair Manager. Reporting to the incumbent are up to 4 Supervisors.

The Area Manager is accountable for the production requirements in his/her area of responsibility. The incumbent directs the activities of up to 4 Supervisors and up to 50 hourly people in multiple areas on a particular off shift. His/her accountabilities include safety, labor budget controls, production efficiency, and maintaining quality standards.



The supervisory duties of the incumbent include several different functions as follows:
  • Staffing - The incumbent has the authority to, and subsequently will authorize any increases in the department workforce.
  • He/she evaluates and determines salary increase for the department. The incumbent trains and cross-trains subordinates.
  • Motivating - The incumbent must be able to elicit full cooperation of all department members. To do this, he/she must be able to use basic motivational and communication techniques.
  • Expertise - The position handles all problems beyond his/her subordinates' ability and scope.
  • Coordination - The incumbent, who has a full view of plant operations, coordinates activities between his/her department and all other departments (e.g., engineering, quality control).
  • Policy Action - The incumbent implements all policies and procedures that come to his/her department (e.g., personnel policies, safety procedures).
  • Budgeting - The incumbent is responsible for budget guidelines established by the Plant Manager.
  • Quality Control - The position requires that all products leaving his/her area meet all pertinent specifications and are of top quality.
  • Safety - The incumbent is responsible for the safety of his/her areas.
  • The incumbent reviews the production schedule and implements all activities within his/her area to meet it. He/she determines the order and priorities of production which car completion will follow especially taking note of what incomplete repair activities have moved to the 2nd and/or 3rd shift operation. These priorities are based upon such factors as marketing needs, material availability, present status of production, manpower needs, and types of appropriation. It is the incumbent's decision as to whether the areas will work overtime. He/she attends weekly schedule meetings to express the department's needs and requirements.

The incumbent reviews all appropriations and alerts subordinates to any unusual or new specifications, and gives directions on the execution of work. He/she reviews the schedule and prepares detailed estimates of manpower needs and estimated efficiencies to prepare for the future workload. He/she closely monitors all department efficiencies to know where problems are. The position makes effective recommendations for material deviations when necessary. The incumbent also makes decisions to make or buy tools and equipment. The incumbent requisitions fixtures to meet production requirements. The challenge of the position is to overcome problems of absenteeism, inexperience in the workforce, material shortages, and equipment breakdowns in order to meet the production schedule.

The incumbent works closely with a variety of functions to meet this challenge, including engineering, purchasing, quality control, marketing, maintenance and production, and inventory control. He/she must be able to elicit support from all these departments.

All work done must conform to AAR, DOT, ASME, and OSHA regulations, as well as to blueprints and other specifications. The incumbent stays up-to-date on all changes in pertinent regulations. A violation of any of the above government regulations could result in a shutdown of facilities.

The incumbent works to epitomize Union Tank Car’s Quality Policy and ensure that subordinates work to meet internal and external customer expectations at all times by fully applying himself/herself and seeing to it that subordinates apply themselves to the task involved, preventing errors, and implementing personal and departmental quality improvement projects.

In order to perform the essential functions of the job, the incumbent must possess, at a minimum, the following skills and abilities:
  • Knowledge and understanding of plant operations to adequately manage up to 4 salaried and 50 hourly employees. Must comprehend all aspects of manufacturing processes, safety procedures, quality procedures, as well as related product and financial reports.
  • Past Railcar Repair Experience preferred minimum 5 years.
  • Knowledge of AAR interchange rules and S-486 Airbrake training.
  • Written and oral communication skills necessary to give instructions in a clear and understandable manner to subordinates.
  • Physical ability to audit repair processes, which may require climbing ladders, entering tank cars via a manway opening of approximately 20 inches in diameter, tolerate confined spaces and heights of approximately 14 feet, and possess a working knowledge of equipment related to tank car manufacturing.
  • Ability and availability to work overtime hours that may often be required.
  • Be willing able to wear safety equipment such as, but not limited to: safety shoes, safety glasses, hard hats, earplugs, and respirators.
  • Possess considerable stamina to perform the essential functions over a large geographical plant area.
  • Have keen visual and audio acuity to recognize various shop danger warning signals to avoid injuries and promote a safe working environment.
  • This position requires a high school diploma, or equivalent, and a minimum of 5 years of diversified supervision in a tank car repair shop. He/she must be familiar with all aspects of car completion, including machinery, foaming fabrication, welding, and painting.
ESSENTIAL FUNCTIONS:
  • Directs the efforts of up to 4 Supervisors in a manner that motivates a high-level of subordinate performance to accomplish an efficient railroad tank car, in the areas of insulating and jacketing, to meet production schedules.
  • Ensures the manufacture of a high-quality product that meets all applicable product, manufacturing, and industrial engineering standards and customer and statutory requirements.
  • As directed by Repair Manager, manages subordinates in planning short and long-range manpower allocations/projections to ensure appropriate manning in conjunction with the standard hour requirements of car production schedules.
  • Implements and enforces all company procedures/policies pertinent to his/her area of accountability to include representation of the Company as required in labor/management grievance/arbitration hearings.
  • Promotes a safe working environment and high-level subordinate performance by selecting, training, and motivating employees to carry out duties efficiently and in compliance with current safety rules thus reducing employee injuries and unsafe work conditions.
  • Participates in and actively supports Quality projects and activities.
