General Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Archives and Records - Heritage department.



Performs highly advanced (senior-level) project architectural work. Work involves overseeing and/or performing the planning, design, and implementation of architectural and construction programs and projects, and communicating with project stakeholders, management, and other relevant parties. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.



Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - No military equivalent; Navy - 510X SC - Civil Engineer; Coast Guard - No military equivalent; Marines - No military equivalent; Air Force - 32EX Civil Engineer or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Job Duties:

  • Oversees all Alamo Complex architectural and construction projects to ensure compliance with all federal and state historic preservation standards, the Alamo Master Plan and all State of Texas statutes and regulations. Requires familiarity with the National Historic Preservation Act of 1966 with Amendments, the Antiquities Code of Texas, along with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
  • Reviews any work that will impact existing historic fabric and provides guidance and recommendations regarding requested alterations to registered buildings using the Secretary of Interior's Standards for Historic Preservation as a guideline.
  • Oversees and coordinates Alamo and related historic project activities at the Alamo Complex with other state agencies, governmental jurisdictions, the Alamo Trust, Inc. and/or private sector partners, contractors and subcontractors.
  • Directs, develops, and evaluates all Alamo projects with the Texas Historical Commission (THC) using accepted project management methodologies. Develops reports and presentations for the THC as needed.
  • Compiles and distributes project information, project status reports, and project budget expenditure to Alamo, Construction Services and executive management.
  • Develops project budgets, schedules, work plans, resources requirement, and cost estimates and projections for historic projects and renovations. Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility
  • Reviews and recommends proposals and bids to management. Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them
  • Assists in developing criteria for evaluating programs, proposals, and other pertinent information related to historic project assignments.
  • May plan, assign, and/or supervise the work of others.

Knowledge, Skills and Abilities:

Knowledge of architectural and design principles, techniques, and procedures; of construction management; of engineering specifications related to design work; and of mathematical applications. Knowledge of requirements of the codes and requirements of construction in Texas. Prefer knowledge of Texas relative industry standard and guidelines; project management theories and practices applicable to highly complex projects; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken.


Skill in the use of architectural tools and in problem solving. Skill in project management monitoring, in addressing changes in scope and budget, and in operating computers and applicable computer software. Ability to manage contracts of consultants, contractors and vendors.


Ability to visualize architectural designs; to apply architectural concepts to plan, coordinate, and oversee projects; to conduct inspections; to communicate effectively; and to supervise the work of others. Ability to multi-task and provide coordination between several projects simultaneously; to provide on-site representation as well as prepare reports, attend meetings and provide oversight to multiple consulting architects/engineers and contractors; manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to plan, assign, and/or supervise the work of others.


Physical Requirements:
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas. Duties require the ability to bend, stoop, kneel, reach and/or steer a boat as needed. The position also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. This position requires the ability to read printed materials and computer screens. The position may require extensive computer, telephone and client/customer contact and communication. The individual must be able to move and transport records, documents, boxes, equipment and all materials and related tools, weighing up to 50 pounds, when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments. This position requires the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments.


Qualifications

Minimum Qualifications:

Graduation from an accredited four-year college of university with a major coursework in a field relevant to the assignment plus five (5) years of experience in architecture, project management, construction, buidling systesm and construction administration.

Must be a Texas Professional Engineer or Registered Architect.
