ACSET OVERVIEW: ACSET is the administrative and fiscal agent for the Michigan Works! Agency of Allegan, Barry, Ionia, Kent, Montcalm, Muskegon and Ottawa Counties. JOB SUMMARY:
The Accountant performs professional accounting work utilizing governmental (fund) accounting which includes monitoring government contracts, maintaining and preparing general accounting records, journals and ledgers. Inputs proper coding and performs data entry for accounts payables/receivables and payroll. Analyzes financial transactions and prepares financial statements and reports. Work will include the coordination of activities with accounting assistants. Responsibilities are carried out according to established procedures with latitude for initiative and independent judgment.
DUTIES & RESPONSIBILITIES:
  • Edit and process contractor and administrative expenditures assuring compliance with contract and grant regulations, ACSET policies and procedures, sufficient budget authority, accurate cost classification, and accurate and timely payment.
  • Maintain, analyze and prepare accounting records, journals, and general ledgers as assigned.
  • Input correct payment codes and account payable data to ensure vendors, employees and contractors are paid in an accurate and timely manner. Code and enter cash deposits and distribute related paperwork to appropriate parties, and maintain appropriate files.
  • Oversee bi-weekly payroll, reviewing employee records and time sheets.
  • Compile figures from various sources to obtain data required for completing Federal, State and other reports.
  • Coordinate contract closeouts and maintain appropriate files.
  • Maintain paid invoice files for reference and answer accounts payable questions for both ACSET employees and outside entities.
  • Perform periodic subgrantee accounting system certifications; provide technical assistance to contractors and others regarding accounting procedures and related issues.
  • Perform internal audits of transactions, including a quarterly analysis of each program’s revenues, expenditures, assets, and liabilities. Advise program and accounting supervisors of the need for budget modification or adjusting journal entries.
  • Meet with operating Division Heads as warranted.
  • Actively participate in continuous quality improvement processes.
  • Perform other duties as assigned.
JOB QUALIFICATIONS:
  • The job requires knowledge normally acquired through a Bachelor’s Degree in Accounting or related field.
  • Two to four years of experience in fund accounting in a non-profit or governmental organization, or an equivalent combination of training and experience.
  • Computer skills necessary to effectively utilize word processing, database, and spreadsheet software applications.
  • Mathematical ability to make moderately complex mathematical calculations with speed and accuracy.
  • Ability to analyze and interpret financial records and other statistical data and ability to maintain complex financial accounting records and prepare reports from these records.
  • Interpersonal skills necessary to effectively communicate in both oral and written form.
  • Communication and organizational skills that contribute to a quality work environment and the ability to work as a team.
  • Planning and time management skills with the ability to adapt to changing priorities.
  • Considerable ability to establish and maintain effective working relationships with supervisors, fellow employees, state and local agencies, and the general public.
  • Mental ability to work on projects requiring concentration and attention to detail with frequent pressures related to meeting deadlines.
  • Physical ability to frequently sit in one position for extended periods of time. May experience visual strain associated with the frequent and prolonged viewing of a computer screen.
WORKING CONDITIONS:
  • Normal office environment with little discomfort due to noise, dirt, dust and the like.
  • Local travel may occasionally be required.
