Major Functions

The County of Volusia is seeking a Zoning Technician for the Planning and Development Services Division. This position is located in DeLand, Florida, and will be responsible for technical work of a specialized nature in the processing and examination of applications and the approval of plans, business tax receipts, building permits, and other work necessary to ensure compliance with zoning regulations. Other duties include, but are not limited to the preparation of data and materials, writing interpretations of the County’s zoning regulations, such as presentations to the Planning and Land Development Regulation Committee and other public meetings as assigned. The selected candidate must have strong customer service skills both in person and over the phone, as the work includes shifts in the customer services lobby and manning the county zoning information call center.

  • Reviews and makes recommendations relative to zoning ordinance compliance on applications for building permits, business tax receipts, land development, and other applicable applications.
  • Addresses questions in person, by letter, and over the phone relating to Future Land Use Map designations, zoning regulations and compliance, land development requirements, general permit requirements and procedures; and planning applications such as variance and special exception applications.
  • Assists the public with completing applications and related submittals both in person, over the phone, and via email.
  • Provides procedural and related information as required to both customers and other county staff.
  • Coordinates with other county divisions and agencies to resolve complex permitting problems that may involve zoning.
  • Updates and maintains property files in the county’s permitting database.
  • Disseminates information and new regulations to the public, staff, and other government agencies.
  • Works with Planning, Land Development, Code Compliance, and Permitting staff to resolve zoning-related matters.
  • Attends work on a continuous and regular basis.
  • Takes shifts manning the customer lobby, and the zoning information call center.
  • Must adhere to Federal, State, County, and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Graduation from high school or possession of a GED and four (4) years experience in working with the public in land use regulations, code enforcement, planning, zoning, or related field. A comparable amount of education, training, and experience may be substituted for the minimum qualifications.


Knowledge, Skills & Abilities

  • Knowledge of the principles of zoning, comprehensive planning, and land development.
  • Knowledge of real estate law.
  • Knowledge of the zoning ordinance.
  • Ability to read maps and aerial photos using Property Appraiser’s database, Geographic Information System, and other databases.
  • Ability to examine building permits and plot plans for compliance with zoning and other County regulations.
  • Ability to read surveys, legal descriptions and easements.
  • Ability to disseminate zoning and land development information to the general public.
  • Ability to communicate effectively both orally and in writing.
  • Ability to deal tactfully with the public and other County agencies.
  • Ability to work within strict timelines and under stressful situations.
  • Ability to interact effectively with others.

Ability to review information and develop conclusions.
