Position Information

Salary:
Trainee: $1,600.76 - $1913.06, paid bi-weekly
Level I: $1,813.33 - $2,167.10, paid bi-weekly
Level II: $1,954.20 - $2,335.45, paid bi-weekly
Level III: $2,085.10 - $2,491.89, paid bi-weekly

EXAMINATION SCHEDULE:

  • Written Exam: will be conducted on February 28, 2023
  • Oral Exam: will be conducted during the week March 6, 2023
Examinations:
Written Exam (Weight 40%): Will be conducted for the purpose of assessing the applicant's knowledge of basic mathematics; reading meters and gauges; facility safety practices; the use of hand tools and small power tools; facility repairs and maintenance; plumbing methods, equipment and materials; using computers and related software.

Oral Exam (Weight 60%): Will be conducted for the purpose assessing the applicant's training, education, experience, interest and personal fitness for the position.

The Human Resources Division may solely conduct a written exam should there be an insufficient number of candidates to warrant an oral examination.

Applicants must attain at least a 70% score on each phase of the examination process.

Minimum Qualifications / Employment Standards
Trainee Level
High School Diploma, G.E.D. or equivalent.

License Required:
Must acquire and maintain a State certification as a Grade I Wastewater Plant Operator, or higher, within two (2) years of appointment or be terminated.

Must possess and maintain a valid California Class "C" driver's license.

Level I
One (1) year of experience equivalent to a Wastewater Treatment Plant Operator Trainee

License Required:
Must possess at the time of appointment and maintain a valid Grade I Wastewater Treatment Plant Operator or higher certification issued by the California State Water Resources Control Board (State Certification). Must obtain within eighteen (18) months of appointment and maintain a valid Grade II Wastewater Treatment Plant Operator or higher State certification.

Must possess and maintain a valid California Class "C" driver's license.

Level II
One (1) year of experience equivalent to Wastewater Treatment Plant Operator I.

License Required:
Must possess at the time of appointment and maintain a State certification as a Grade II Wastewater Treatment Plant Operator or higher certification issued by the California State Water Resources Control Board.

Must possess and maintain a valid California Class "C" driver's license.

Level III
Two (2) years of experience equivalent to Wastewater Treatment Plant Operator II OR any equivalent combination of training and experience.

Licenses Required:
Must possess and maintain at the time of appointment and maintain a valid Grade III Wastewater Treatment Plant Operator, or higher certificate issued by the California State Water Resources Control Board.

Must possess a valid California Class "C" driver's license.

FOR ALL LEVELS:
SOME POSITIONS MAY REQUIRE:
Possession of a valid California Class "B" driver's license.

Attainment of California Water Environment Association certification in appropriate sewer maintenance, mechanical or electrical categories.

ADDITIONAL REQUIREMENTS:
As a condition of employment, must reside within 45 minutes normal driving time of the wastewater treatment plant designated as the primary duty location.

Additional Information

Admittance to the examination will require a valid government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Human Resources Division prior to the test date.

A background check may be conducted for this classification.

This examination will establish an eligible list from which an immediate appointment will be made at the Public Works Department. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve-months, unless specified otherwise by the Civil Service Commission.

Deferred Compensation: This section 457 plan allows employees to contribute on a pre-tax basis to a supplemental retirement account which is then paid out to them when they retire.

Social Security Administration:
Note: Both Kern County and the employee contribute to Social Security and Medicare as follows:
  • The County of Kern withholds 6.2% for Social Security (FICA1) and 1.45% for Medicare (FICA2) from employee's payroll warrants
  • The County matches the employee's 6.2% for Social Security and 1.45% for Medicare
