The Housing Division (HD) partners with local governments, tribes, housing authorities, nonprofits, and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.

The Data & Performance Unit (DPU) within the HD is responsible for data and performance management systems. The DPU supports the other units of the HD to strengthen data collection methods, improve data quality, and optimize the performance of all state and local investments in affordable housing, homeless housing, youth homelessness and supportive housing efforts. This work includes data system management, data analysis and visualization, performance evaluation, and technical assistance and training to improve performance.

The Visualization and Analytics Team Manager (CS5) supervises a team of professional staff who have the primary responsibilities of analyzing and visualizing HD data and acts as the primary business manager for DPU’s Visualization and Analytics section. This position oversees the data analysis and visualization initiatives related to homeless and housing systems and HD programs. This position ensures that data analysis and internal and external facing data products are timely, accurate, accessible and high quality. The work of this position has a broad scope and significant impact on outside agencies/institutions by informing how the state’s response to homelessness and housing stability is quantified and communicated.

Duties

Supervision and Team Leadership

  • Oversee the overall workload of the Visualization and Analytics Section within the DPU.
  • Direct the work of the section professionals; assign projects, monitor project milestones and timelines, program planning, ensure alignment between analysis and visualization products and practices in the section.
  • Coach and support section staff; identify and support training, mentoring needs and professional growth opportunities. Provide regular timely feedback, set goals and expectations, evaluate job performance and correct performance.
Visualization and Analysis Management
  • Manage the design, development and publication of reports and visualizations in response to requests from the Legislature, local governments, and other internal and external stakeholders including HD and its units.
  • Coordinate closely with HD leadership to implement and expand high quality data story-telling and analytics to the entire division.
  • Lead team and work in consultation with other HD units and agency executive leadership to manage work plans regarding the analysis of datasets and the development of complex reports and data visualizations.
  • Oversee the creation, review, approval and updates of publically available DPU data analysis products, including visualizations published on Tableau or a similar platform.
  • Develop and enforce data visualization and analysis standards and processes that ensure timely, accurate, accessible and high quality products that comply with data suppression guidelines and other DPU standards.
  • Ensure the examination and fidelity testing of data sources necessary to measure HD homelessness and housing programs.
  • Manage section budget, determining budget allotments, monitoring and reporting expenditures to the managing director and division budget manager, and adjusting allotments as needed.
Data Quality and Data Literacy
  • Oversee the development and implementation of the Data Quality Management and Improvement Plans of the state required HMIS.
  • Manage data quality and data literacy efforts for the Balance of State region; oversee training and technical assistance regarding data quality, data analysis, including the Looker and/or Analysis Tab.
  • Ensure high quality technical assistance, training and tools to staff and external stakeholders on how to improve data quality and how to access and manipulate published datasets and visualizations.
  • Coordinate targeted technical assistance to grantees who are in corrective action due to data quality and/or data literacy issues.

Qualifications

Required Qualifications:

  • Bachelor’s Degree AND five years of professional experience in community, trade or economic development with a focus data management, data analysis, data visualization or a related field. If the applicant/incumbent does not have a Bachelor’s Degree, nine years of professional experience, or nine years total of a combination of higher education and professional experience as described.
  • A graduate or advanced degree may substitute for one year of the required professional experience.
  • One year of experience supervising one or more employees including hiring staff, training and development, assigning work, evaluating performance, and taking corrective action.
  • Advanced level experience in the design, development and publication of complex reports and visualizations.
  • Collaborative team member that values diversity and can work effectively and positively with individuals of diverse cultural and socioeconomic backgrounds with an understanding of power, privilege and inequity.
Preferred/Desired Qualifications:
  • Advanced experience using computer applications including databases, web applications and data visualization tools such as Tableau and Power BI.
  • Understanding and commitment to anti-racism, equity, diversity, and inclusion. Ability to apply an equity lens to evaluation and planning efforts.
  • Great communication, presentation and public speaking skills.
  • Recognized skill negotiating and leading system change efforts.
  • Demonstrated proficiency in translating technical requirements to a non-technical audience.
  • Knowledge of HMIS specifications and capabilities.
  • Demonstrated experience in advanced level homeless program evaluation.
  • Strong understanding of statistics, output, and outcome measurement.

Work From Anywhere In Washington State
This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
