This is an Executive level position that reports to the Chief Financial Officer and is responsible for the overall strategic direction, as well as the tactical execution of all aspects of Supply Chain Operations for Beacon Health System. This includes responsibility for all aspects of the Supply Chain including contracting and sourcing, value analysis, clinical integration, materials management, facility-based activities, centralized procurement, item master file maintenance, forecasting, logistics and optimization of Supply Chain technology and analytics. This position is also responsible for recruiting, directing, managing and evaluating all centralized and facility supply chain personnel. This individual is responsible for building strategic relationships and ongoing alliances with clinical staff, executive leaders, vendors and other stakeholders.

Strategically directs, plans and organizes all aspects of the Supply Chain in order to ensure that quality services are provided by:

  • Provides strategic direction for health system-wide sourcing, procurement, and logistics efforts.
  • Developing short- and long-range goals and objectives for achieving optimal results pertaining to the purchase/procurement, stocking levels and utilization of supplies, distribution and delivery of equipment and materials throughout the Hospital along with designated areas of Beacon Health System (BHS).
  • Constant analysis and surveillance of global supply chain health and impacts to ensure clinical and business operations are adequately sustainable.
  • Develop system wide policies and procedures to support organizational strategy for the Supply Chain organization.
  • Developing, recommending and administering an annual operating budget which provides the resources necessary for the attainment of agreed-upon goals and objectives and operates within allocated funds.
  • Develops and implements a system supply expense management plan by facility.
  • Develops and implements a strategic contracting and business diversity contracting plan.
  • Maintaining overall responsibility for the procurement of essential supplies, equipment and materials (which includes the research of products, negotiating and securing supplier contracts and the costing of goods, supplies, etc. to the appropriate cost center). Also, negotiating contracts with major suppliers and negotiating (or reviewing) contracts related to various other agreements as requested.
  • Responsible for the integrity of the Supply Chain financial statements, including appropriate account reconciliation/review, and achievement of the expense budget.
  • Responsible for planning, measuring, executing and tracking all supply chain projects.
  • Determine comprehensive strategy to manage inventory and distribution services across all locations.
  • Optimize the group purchasing relationship (including efforts with other area healthcare institutions whenever possible) in order to reduce the costs of materials, equipment and supplies.
  • Developing the EDI strategic vision to re-engineer work processes related to managing information to reduce business costs and improve administrative efficiencies.
  • Create and sustain a robust, clean, and comprehensive item master that supports and maintains the link between Supply Chain and Revenue Cycle.
  • Develop and integrate spend analytics and data visualization to enable visibility of cost including both price and utilization.

Ensures progression toward established outcomes and goals/objectives (i.e., quality, customer satisfaction, cost effectiveness and systems efficiency, etc.) is achieved by:

  • Leading the Value Analysis Team’s efforts regarding product standardization to achieve Hospital/BHS goals and commitments.
  • Directing the research and review of new products or services and the evaluation of such products and/or services based on the needs of the Hospital/BHS and the user department(s). Also analyzing costs, delivery dates and other factors pertinent to the research/review and making recommendations based upon analysis of the findings.
  • Working with management in order to identify and resolve problems, while seeking opportunities to coordinate or improve the services offered and/or improve cost effectiveness. Also, serving as a resource in the planning of new projects, services, equipment purchases, etc.
  • Initiating and implementing projects related to improving productivity standards and systems as related to supplies and equipment storage.
  • Developing and maintaining quality assurance and safety programs in cooperation with quality assurance and Risk Management department staff.
  • Developing additional efforts in expanding system capabilities (where possible), Universal product numbering for Med-Surg supplies and other concepts which positively affect cost and labor efficiencies.
  • Ensuring that all user departments understand the importance of achieving optimal results pertaining to the purchase, stocking levels and utilization of supplies, equipment and materials.
  • Overseeing all activities pertaining to negotiations with vendors/suppliers. Also providing training and guidance to other staff.
  • Directing the establishment and monitoring of quality standards for the preparation, sterilization, storage and distribution of surgical instruments and equipment.
  • Ensuring compliance with the requirements of various accreditation and regulatory agencies that impact the operations of the Purchasing, Distribution and Print Services areas.
  • Develops and improves customer satisfaction with the hospitals and other customers.
  • Executes a continuous improvement program for all supply chain functions.
  • Integrate clinical supply chain activities with Care Redesign initiatives to ensure a comprehensive understanding by the clinical team of the total cost of care.
  • Develop metrics, targets, and methodologies to maintain total cost performance through strategic sourcing, utilization reductions or changes, and other cost reduction initiatives.
  • Communicate Supply Chain metrics, targets, and achievements to Senior Executive team and engage Senior Leaders in supporting relevant Supply Chain initiatives.
  • Oversee the product recall process for clinical operations ensuring systems are effectively deployed that expedite notification, rapidly remediate affected inventory, control liability and risk, and informing senior clinical team as to actions requiring necessary notification of patients and/or providers.
  • Maintain interface with vendors and service representatives to ensure goods and services meet established standards and applicable policies and practices.
  • Negotiate contracts with suppliers to gain appropriate savings and service levels and ensure legal contract requirements are met.
  • Manage relationships with vendors including measurement of performance and mutual goals against contractual obligations.
  • Establish best practices in inventory management throughout the Health System, including inpatient/outpatient units, operating rooms, cath lab and radiology procedural areas, and other supply intensive locations.
  • Ensure optimal customer service is provided and continuously improved to all customers. Oversee the following supply chain programs:
  • Provide leadership and direction for the successful development and implementation of supply chain automation technologies and technical infrastructure required to support supply chain activities.
  • Coordinating with the Director, Internal Audit and the Finance Department during the periodic physical auditing of supplies, materials and equipment held in inventory in order to verify the accuracy and ability of the inventory control system to monitor the intake and distribution of supplies, equipment and materials. Also recommending changes in the inventory control system as necessary to improve accuracy and/or controls.

Oversees the Logistical Services for Beacon Health System by:

  • Implement effective and efficient strategies for optimal impact of logistical services.
  • Continuous evaluation of opportunities to reduce expense of other purchased serviced as it relates to the delivery of support services for the organization.
  • Directing the systematic Receiving function to ensure accurate, efficient flow and delivery of materials for Beacon Health System.
  • Ensuring routine communications with the Corporate Purchasing staff regarding all aspects related to the Receiving function.
  • Monitoring the timely resolution of receiving and delivery discrepancies.
  • Interviewing, hiring, training, assigning work, evaluating job performance, coaching and (when necessary) disciplining team members.
  • Directing effective storage and furniture programs for Beacon Health System, including the furniture redistribution program.
  • Monitoring the overall system for storage, delivery and retrieval of medical, financial and operational records for Beacon Health System.

Performs other functions to maintain personal competence, credibility and contribute to the overall effectiveness of the organization by:

Education and Experience:

The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a Bachelor of Science Degree in major Business Administration, Management or related field; MBA preferred. Minimum of 10 years’ experience in related Supply Chain business operations with operational managerial experience, business; operational and strategic planning is required. Leadership in an integrated Healthcare delivery system is desired. Minimum of 10 years’ experience in related materials management, contract negotiations and supply contract administration, working with a national group purchasing organization, and experience with capital equipment acquisitions and related programs is desired.
