Job Summary



Job Summary: Job incumbent will primarily function as staff specialist in tribal courts in the Tribal Government Services program for all tribes served by the TCC Tribal Government Service Program. The job incumbent will provide technical assistance on all aspects of tribal government development as related to tribal court systems, procedures, and coordinate tribal court activities with other TCC programs as needed. The job incumbent must be able to exercise initiative and judgment in implementing programmatic needs. Guidelines for service delivery are the tribal laws of each tribe and applicable state and federal laws and regulations.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


Essential Functions

Representative Duties:
Under the direct supervision of Tribal Government and Justice Division Support Manager, job incumbent will:

1. Will organize and host monthly peer support teleconferences for TFYS positions.

2. Assist in tribal court hearings as requested by the TCC member tribes, including scheduling and facilitating hearings. Additionally, provide back-up facilitation of ‘child protection type’ hearings, as needed.

3. Maintain a close working relationship with the tribes served by TCC to keep them updated of local tribal government and tribal court concerns and promote service delivery.

4. Conduct travel to rural communities to meet with tribal councils to foster self-sufficiency in operating tribal courts and government operations.

5. Track and report identified trends, gaps, and other data pertaining to tribal justice, for grant evaluation and evaluating needs/changes for both the program and Tribes.

6. Assist tribal courts with activities stemmed from Civil Diversion Agreements (CDA), Criminal Rule 11(i) Agreements (CR11(i)), and Division of Juvenile Justice (DJJ) Agreements with State of Alaska, and the Legal Department to insure the on-going coordination and articulation of support service is available TCC tribal courts.

7. Work on the development of tribal courts and assistance in their operation. Engage tribal leadership about new opportunities for tribal government and tribal courts, including entering into agreements with the State of Alaska for CDA, CR11 (i), and DJJ agreements.

8. Coordinate tribal court activities with TCC Tribal Social Services, Dena’ Nena’ Henash Inter-tribal court department to insure the on-going coordination and delivery of support services to tribal courts exercising jurisdiction.

9. Identify training and technical assistant (T/TA) needs of the service tribes. Receive and respond to tribal court training and technical assistance requests. Assist in providing training in tribal court development including basic tribal government development, court structure, staffing plans, drafting court forms, orders, ordinances, due process, appellate procedures, ect.

10. Work as a team with Tribal Government & Justice Division, to develop curriculum and educational materials and teach courses on tribal court development in collaboration with various organizations. Provide training to designated TCC staff on tribal court procedures and operations.

11. Advocate for tribal courts in all appropriate arenas, including federal/national, state, tribal, regional, and any other applicable entities through education and collaborative efforts.

Other Responsibilities:

1. Ability to be flexible to rapid schedule changes and able to be a contributing member of the Tribal Government and Justice Division Team.

2. Perform other job-related duties as assigned.


Minimum Qualifications



Minimum Qualifications:

1. Bachelor’s Degree in Alaska Rural Development, Political Science, Social Work, or Justice preferred or High School Diploma and at least two years’ experience working with tribal governments in Alaska. (May substitute years of experience in place of education requirements).

2. Familiarity of tribal government practices of the tribes within the TCC region.

3. Familiarity of Federal Indian Law, including the Indian Civil Rights Act, Public Law 280, the Indian Child Welfare Act, The Indian Reorganization Act and other pertinent legal decisions, regulations and statutes preferred.

4. Must possess demonstrated ability to effectively communicate (orally and in writing).

5. Experience with training small or large groups and/or presenter skills. Must possess both good customer service and public speaking skills.

6. Willing to travel to remote communities on small planes on a regular basis.

7. Must pass a background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

Knowledge, Skills & Abilities:

1. Working knowledge of tribal government operations, and tribal justice systems, Native culture, and social programs affecting Native tribes.

2. Experience with state local option laws, federal Indian liquor laws, municipal alcohol regulation and tribal regulation of alcohol.

3. Knowledge of tribal fee land and other rural Alaska village land issues.

4. Excellent verbal, written, interpersonal skills.

5. Must be proficient in Microsoft Office Word, Excel, and PowerPoint.

6. Excellent Analytical and critical thinking skills.

7. Computer skills required with proficiency using Microsoft office programs and the internet.

8. Experience in public speaking to large and small groups.

Supervision:
This position has no supervisory responsibility

Work Environment: The Tribal Court Support Specialist will work out of the TCC Central Office in Fairbanks and will provide extensive on-site service in the villages of the TCC region. The Tribal Court Support Specialist will also work closely with other entities to provide tribal court/tribal government training; this may include travel.

Physical demands: Work is generally sedentary, but at times requires moderate to extensive travel to rural areas by air and automobile. Travel by light aircraft is frequent. Sub-zero arctic temperatures are often encountered in the winter months. Travel outside of Alaska may be required.


Summation



Summation: The resurgence of tribal self-determination has resulted in a greater demand for information, training and technical assistance to tribes to improve tribal court systems and operations. Service delivery will directly impact judicial services provided by local tribal governments. Principal contacts will be tribal councils, tribal courts (both IRA and traditional organizations) and TCC staff, as well as state and federal agencies, to disseminate information and provide guidance relative to tribal court systems and tribal government operations.
