Position Summary:

Working from a home office and office in Houston, Texas, the Manager of Assessment, designated as the Texas Education Agency and Houston ISD TCAH Campus Testing Coordinator, will be responsible for the campus testing plan and ensuring that a safe, secure, compliant, and confidential national and state testing environment and resources are provided to all TCAH students, as required by agency requirements, regulations, and processes. The Manager of Assessment will participate in all national, state, and local training sessions related to testing.

The primary responsibilities of this role involve effectively implementing the campus testing plan while maintaining data quality; managing, organizing, collaborating, and reconciling data with appropriate key stakeholders in regard to testing programs including but not limited to STAAR and STAAR End of Course, TELPAS, and College Board (SAT, ACT, TSIA, and AP).

The Manager of Assessment will also support the TCAH leadership team in the overall school operation of teams of certified staff administering the national and state tests. Additionally, as the Campus Testing Coordinator, the Manager of Assessment will work closely with Houston ISD and key Connections Academy departments including but not limited to Testing and Assessments, Technical Support, and School Support.

The Manager of Assessment will report directly to the School Leader, Director of Operations while partnering with School Principals and Managers.

This is a full-time 12-month position.

Responsibilities:

  • Support the Regional Field Administrators with field administration of remote sites including test site director and testing team assignments;
  • Develop and manage revisions to the campus testing plan, and develop measures to determine the effectiveness of the test site plan and procedures;
  • Present operational recommendations, risk analysis, data reconciliation, and impact assessments to the School Leader and leadership committees;
  • Manage school year cycle of communication of testing information with Special Education, LPAC, 504, and RTI committees on testing program requirements;
  • Interpret testing procedures and regulations for campus personnel with the support of the School Leader and the District Testing Coordinator;
  • Serve as a resource for campus principals and teachers to meet the instructional needs of students;
  • Supervise the Testing Team, responsible for
    • Testing material order, inventory, and return for STAAR, TELPAS, College Board, and other national, state, and local assessments
    • Testing material preparation, shipping, and receiving
    • Test Security Documentation
    • Student testing record verification, corrections, and reporting
    • Test Administration requirements for STAAR, TELPAS, College Board (ACT, SAT and Advanced Placement), TSIA, and other assigned assessments
    • Testing incident investigation and reporting
    • Online testing platform set-up and session management;
  • Train (both virtual and face to face) and in support of the state testing plan;
  • Lead the investigating and preparing of reports for test irregularities;
  • Attend all assessment training sessions as directed by the School Leader, Lead Principal, and District Testing Coordinator (DTC);
  • Partner with school teams (Counseling, Special Education, and Emergent Bilingual) to identify test takers and the receipt of accommodations before testing administrations;
  • Collaborate with school authorizer and Pearson Virtual Schools to monitor testing and PEIMS requirements;
  • Support strategic infrastructure and policy to
    • Support a large comprehensive testing program
    • Support consistent administration, integrity, and security of all assessments
    • Support consistent appropriate dissemination of all testing accommodations
    • Increase agility in school response to TEA and Houston ISD requirements
    • Provide training and structures to support compliance with test security and response to concerns related to potential testing incidents
    • Support school teams (enrollment, counseling, state testing, state reporting, special populations) with effective EOC student eligibility identification
    • Optimize and forecast trends impacting the budget, equipment needs, staffing, and testing facility needs
    • Sustain a consistent, professional, and safe testing environment incorporating safeguards while foreshadowing the need to do so in remote locations
    • Support deployment of testing accommodations application, approval, and implementation for STAAR, TELPAS, in remote locations
    • ACT, and College board (AP Testing) accommodations application, approval, and implementations involving other agencies across the state
    • Support processes for access for credit by exam
    • Implement online TSIA assessments
    • Tabulate and reconcile data files, reports, charts, and other visual material preparation to support warehouse and test site operations
    • Support participation, progress monitoring, achievement levels, accountability, and graduation requirements including marking attendance for students who are absent from state testing in the authorizer’s student information system
    • Support online testing transition scheduled for the appropriate school year
    • Implement a structure for Industry-Based Certifications for Public School Accountability;
  • Attend all authorizer training for the Campus Testing Coordinator; and
  • Other duties as assigned.

Requirements:

  • Minimum of 5 years of relevant work experience, including management of state testing
  • Texas Certified School Administrator
  • 3-5 Years of Virtual School Administration Experience (preferred)
  • Proficient in Test Hound, SharePoint, Excel, Google, Excel, Adobe Creative Suite, and Access (preferred)
  • Experience in Texas Online Management System
  • Operational or logistics experience and administrative or management experience
