Job Description:

Parsons is now hiring an experienced Systems Engineering Design Manager for the New York/New Jersey region with a broad background in Rail/Transit System Design, and a desire to implement creative innovative, practical solutions for various projects in the region. The ideal candidate is a motivated, results-driven professional who is seeking growth and supporting the Rail and Transit Solutions team within Parsons to lead Systems Design projects.

Parsons has a strong and growing business on design/build projects for the major transit agencies in the NY/NJ region. In this role, you will be responsible for providing technical leadership on projects to deliver top quality designs in a design/build environment. You will be expected to implement Parsons Systems Engineering best practice on projects, and support Quality Assurance and Safety principles in a management role. Responsibilities include client engagement, design development and delivery, quality oversight, and advancing best practices to meet project goals and objectives, as well as managing resources on projects.

In this role, systems design elements for rail and transit applications include: Communications Systems, SCADA Systems, Radio Systems, Public Address, Passenger Information Systems, Central Control Systems, Power distribution and UPS, and related equipment. The Design Manager is not expected to have design experience in all these elements; however, the successful candidate should have substantial hands-on design experience in one or more areas, including design development, product specifications, oversight of installation, testing, commissioning, and acceptance.

  • Provide leadership for Systems Design best practices on projects and supporting the project management team to implement best practice.
  • Provide design management leadership for delivery scopes with contractors and partners covering lead design and project delivery for systems elements for rail and transit projects.
  • Oversee and provide development for resources to create project teams capable of completing effective, quality work
  • Monitor and report to management on the progress of project activity, including significant milestones, and any conditions, which would affect project cost or schedule
  • Support improvements in Quality Assurance on selected projects and recommend further enhancements
  • Develop budgets, schedules, and plans for the various elements of a project with managers and other stakeholders. Ensure that the project meets or exceeds goals established in these plans
  • Devise and execute action plans to rectify potential cost overruns or delays, specifically as it relates to Parsons Systems Engineering best practice
  • Ensure commitment to Parsons OWN ZERO® safety principles/goals and continually heighten awareness to team members, enhancing all elements of safety.
  • Provide leadership for the development of pursuits in the region, specifically developing the work including the selection and oversight of resources to execute the work.
  • As Engineer of Record, lead and implement design efforts on project to satisfy contract requirements.
  • Oversee project design efforts and review design documents developed by others.
  • Sign and seal design documents when required.

EDUCATION/EXPERIENCE:

4-year degree in Engineering (or related field) and 20+ years of related work experience, including significant design experience as described above. Professional Engineer registration required, NY PE preferred.


SKILLS/COMPETENCIES :

A proven ability for managing a design effort and directing work involving complex technical situations, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments. Must have experience coordinating designs across disciplines, including civil, structural, mechanical, and electrical. Must have experience ensuring compliance to owner’s specifications and local codes.
