The System Engineering & Operations Integration department has a System Engineering Team Lead position available. The Team Lead will lead a strong and high performing team of approximately 13 team members including; engineers, technicians, interns and subcontractor personnel, in support of MSFC’s EV73. Functions performed by this team include:


  • Provide systems engineering and interface integration support to the MSFC Integrated Systems and Element Operability Team for Space Launch System (SLS) Integrated Spacecraft/Payload Integration Element (ISPE) design and integration.
  • Support performed includes, but is not limited to interface design definition, requirements development, and verification planning.
  • Perform technical analysis of processing requirements and procedures, such OMRS, WADs, and associated ground hardware for nominal and off-nominal integrated operations from manufacturing, transportation, off-line and integrated ground processing, stacking, integrated test and checkout (ITCO) and launch. Coordinate with ground systems and Orion crew spacecraft personnel to identify and define ground operations processing requirements and procedures.
  • Coordinate and interface with MSFC Customer, Spacecraft/Payload Integration & Evolution (SPIE), and SLS project teams and payload customers as well as participating in reviews, meetings (i.e. team/discipline, TIMs, teleconferences, etc.), working groups and trade studies.
  • Coordinate with Safety and Mission Assurance (S&MA) to ensure any concerns or hazards identified with spacecraft or payload ground operations processing are assessed and resolved.
  • Perform thorough technical assessments of proposed internal and external payload interface requirements to understand the impacts imposed by modifications.
  • Prepare for and provide console staffing for Vehicle countdown, launch, and flight phases.
  • Generate and coordinate interface requirements documentation to ensure the necessary and complete integration of the payloads to other SLS Elements.
  • Identify and communicate risks associated with interface requirements via the NASA Risk Management System.
  • Manage analyses, trade studies, and decision packages developed for payloads and provide feedback and technical recommendations (written and/or verbal) in support of the SPIE Element Chief Engineer or the Element Lead Systems Engineer.
  • Manage test and day-of-launch operations serving as prime contact for the SLS Integration Lead and develop metrics for tracking and data deliverables and trending entrance, exit and success criteria for Integrated Spacecraft and Payload Element (ISPE) hardware/software.
  • Provide technical support for development and maturity of SLS Elements Operability products and services such as: Operations and Maintenance Requirements and Specifications (OMRS), reviews of Exploration Ground Systems (EGS) developed Work Authorization Documents (WADs) for sufficiency moving into assembly, Integration and Test (AIT) activities, Launch Commit Criteria (LCC) development, and integration planning.

Position responsibilities include:

  • Provide oversight of individual and team technical performance in support of team effort and product deliveries. Provide technical expertise across multiple tasks in the area of systems engineering and integration, specifically operability, integration and test planning, and/or directly supporting tasks as an individual team member.
  • Perform and support task/subtask resource allocation, tracking, and control. Ensure that tasks and subtasks are written and estimated correctly and that task and subtask technical, schedule and financial performance meet expectations.
  • Collaborate with the Department Manager/Deputy Department Manager to assign and develop personnel for subtask efforts and to broaden and develop personnel skills.
  • Collaborate with MSFC’s EV73 Branch Chief in executing task responsibilities and in assigning and balancing team skills to various tasks to meet customer and JSEG management expectations.
  • Implement the ESSCA safety program for the team, and lead by example in our Beyond Zero culture. Engage in and conduct the shared MSFC and JSEG safety duties of performing Job Hazard Analyses (JHAs), Personnel Protective Equipment (PPEs) assessments and conducting Safety Meetings and Safety Visits.
  • Provide technical area supervision and oversight of individual and team technical performance including subcontractors. This may include managing subtask leads in support of the team’s effort and product deliveries, providing technical expertise in a discipline, and/or directly supporting tasks as an individual team member.
  • Perform hiring functions to meet team support requirements: define position requirements; conduct candidate recruiting; lead interviewing and selection; and perform on-boarding activities.
  • Review and approve employee travel and training needs and requests and associated expense reports.
  • Perform development of employee goals and objectives and conduct performance evaluations. Support disciplinary processes with team personnel if needed.
  • Use the JSEG and customer awards and recognition programs to acknowledge team performance and drive team morale.
  • Establish and oversee specialty subcontracting requirements in collaboration with the JSEG Business and Finance Office (BFO) to include coordination of task assignments and performance. Develop subcontractor Statements of Work (SOW) and manage subcontractors.
  • Ensure that tasks and subtasks are written and estimated correctly and that task and subtask technical, schedule and financial performance meet expectations.
  • Perform and support task/subtask resource allocation, tracking, and control.
  • Identify and manage task and subtask cost/technical/schedule risks.
  • Ensure the technical quality of the work products generated by team personnel and establish and implement processes in the JSEG Performance Management System (JPMS). Ensure products are delivered on time in accordance with subtask schedules and customer expectations.
  • Assume ownership of, and maintain the NDE related JPMS procedures to comply with AS9100 and NAS410 requirements.
  • Manage certifications for NDE employees and maintain their certification records.
  • Support the Department Manager/Deputy Department Manager in preparing Operations Review material. Provide status reports of team significant accomplishments, kudos, process improvements, and cost savings.

Team Leads will provide support to ESSCA contract operations by:

  • Ensuring excellent customer relations and harmonious team dynamics and operations through conflict resolution.
  • Ensuring effective customer communication. Maintaining daily communication with MSFC peers and customer branch leadership. Conducting Customer Expectation Surveys, Customer Communication Meetings, and End-of-Evaluation Period Task Order Performance Presentation/Self-Assessments.
  • Facilitating excellent coordination/communication/collaboration with other Team Leads, JSEG management, Teammate Principals, ESSCA Technical Fellows, BFO and HR.
  • Driving employee awareness and commitment to personal safety, mission success and client satisfaction.
  • Notifying JSEG management and appropriate Teammate Principal of activities that could require disciplinary and/or safety actions.
  • Conducting special projects as assigned by the Department Manager/Deputy Department Manager or Office of Program Manager.
Here’s What You’ll Need:


Degree in aerospace engineering, mechanical engineering, materials engineering, or related field from an ABET-accredited university. Typically, educational and experience requirements are the equivalent of a BS with at least 15 years’ experience, Masters with at least 13 years’ experience or Ph.D. with at least 9 years’ experience.

The candidate is required to have outstanding technical and leadership qualifications in one or more of the following areas:

  • Excellent verbal and written communication skills
  • Strong interpersonal and team building skills
  • Technical leadership and engineering management in aerospace disciplines
  • Highly organized with demonstrated skills to simultaneously coordinate and manage multiple projects to full completion.

It is desirable for the candidate to have:

  • Experience with project management.
  • Experience with the application of damage tolerance principles to flight hardware.
  • A technical understanding of nondestructive evaluation processes.
  • Experience with the production and testing of aerospace hardware.
Essential Functions
Work Environment

Office and laboratory environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%).


Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (40%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).


Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).


Attendance

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.


Other Essential Functions

The ability to work independently with minimal supervision, to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
