System Control Operator

SUMMARY:
Under the supervision of the System Control Manager, this position is responsible for monitoring and participating in the control of water and wastewater processes through the use of SCADA and work order management systems, processing routine and emergency calls, dispatching crews and equipment as necessary; in compliance with requirements of the Arkansas Department of Health, Arkansas Department of Environmental Quality, Arkansas Department of Labor, U.S. Environmental Protection Agency, and the Consent Decree, and in coordination with the Utility Department comprehensive strategic management plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.

  • Operate Water Distribution SCADA System to monitor levels and pressures, anticipate needs and fluctuations in public use, remotely manipulate pumps and valves to solve pressure/level issues, and manually override system in case of emergencies
  • Monitor Wastewater SCADA System
  • Monitor radio calls from sewer and water crews, meter maintenance and transmission, treatment plants, for emergency situations and road closures
  • Process/maintain work orders, assign crews, dispatch employees and equipment to job sites
  • Answer phone calls and provide courteous customer service to the general public and to City staff
  • Coordinate with other City Departments to keep them informed regarding emergencies and customer concerns
  • Perform data entry and computer operations for digital record keeping using Excel spreadsheets in conjunction with SCADA data
  • File department records manually and electronically
  • Receive and file One Call Locate information
  • Monitor facility security systems
  • Provide access to yard and fuel tanks for police and other City vehicles
  • Regular attendance and timeliness is required

EDUCATION and/or EXPERIENCE:
Required
  • High school diploma or GED.
  • Must possess a valid driver’s license
  • Minimum of two (2) years of experience in general office work also involving customer service.
  • Must be able to obtain a Grade IV Water Distribution License as required by the Arkansas Department of Health within one (1) year of employment.
  • Must be able to obtain a Class I Wastewater License as required by the Arkansas Department of Health within two (2) years of employment.
  • May consider any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

Preferred
  • Two (2) years of experience within public utilities, experience with computer based radio systems, SCADA, and Lucity.

OTHER SKILLS and ABILITIES:
  • Strong aptitude for math and science concepts.
  • Thorough knowledge of customer service principles and practices.
  • Good communication voice with excellent phone, interpersonal, verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with co-workers, Utility management, and other City divisions.
  • Proficient with computer keyboarding and Microsoft Office Suite (Word, Excel, Outlook).
  • Excellent manual and computerized filing and recordkeeping skills.
  • Knowledge of modern office practices, procedures, and equipment with aptitude to learn new software applications as needed.
  • Organization and time management skills with the ability to multi-task and cross-reference files/operational information in an efficient manner.
  • Speed, accuracy, problem solving and analytical skills with the ability to react to emergency operations using systematic and rational judgment.

This position operates within a schedule of 24 hours per day, 7 days per week. Work schedule will include nights, weekends, holidays, and mandatory overtime.
