General Description:


Plans, directs, coordinates, and oversees all functions of the operation and maintenance of the division transportation department. This includes personnel, equipment, and facilities. The prime concern is the safe, efficient, economical transportation of students between home and school on a regular schedule and between other destinations within or outside the division boundaries on a special scheduling basis.


Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Establishes all regular bus routes, schedules and stops. Develops route maps for drivers, schools, etc. as appropriate.
  • Coordinates student transportation activities with school officials, department heads and other interested groups or individuals.
  • Develops and forecasts transportation department budget requirements and administers the expenditure of funds as allocated.
  • Collects data and develops all required school bus transportation-oriented reports and insures their submission on a timely basis.
  • Ensures compliance with the codes and pertinent policies regarding training, licensing, registration, and operational permits.
  • Recruits, recommends for employment, trains, supervises, and evaluates all transportation department personnel.
  • Arranges for special transportation for summer school and other special needs circumstances.
  • Provides for safety at all bus stops.
  • Develops a plan for handling, storage, and disposal of hazardous materials used by the Transportation Department.
  • Assembles and prepares a school bus driver’s manual based on state statutes and school board policies.
  • Arranges and coordinates general maintenance and annual inspection of all vehicles by the Transportation Department, and State Department of Education.
  • Establishes performance standards and supervises operational care, service, and maintenance of all vehicles within the department.
  • Conducts accident investigations and supervises accident reports to appropriate law enforcement and insurance agencies.
  • Establishes and maintains good public relations program.
  • Evaluates all elements of transportation program on continuing basis.
  • Evaluates safety of road conditions during inclement weather and provide timely information to superintendent.
  • Performs related work as required or assigned.

Required Knowledge, Skills, and Abilities:

  • Must be knowledgeable of safety standards, laws, codes, rules, regulations, policies and procedures relating to pupil transportation.
  • Must possess a valid Virginia driver's license with a commercial driver's license, Virginia State school bus driver's certificate or provide proof of equivalent proficiency.
  • Demonstrate ability to establish cooperative relations with other division staff members, subordinates, students and parents.
  • Ability to communicate effectively.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of parents, employees, school administrators and school board.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Education, Training, and Experience Requirement:

  • Candidate must possess a high school diploma or GED.
  • Five years experience in pupil transportation in an organization having full maintenance and operations of transportation services, preferred.
  • Experience or responsibilities in the following areas is preferred:
  • Supervision of personnel
  • Routing and scheduling
  • Bus driver training
  • Accident investigation
  • Bus maintenance
  • Inventory control
  • Cost accounting
  • Budgeting, record keeping
  • Preparation of bus bid specifications
  • Must possess a valid Virginia driver's license with a commercial driver's license, Virginia State school bus driver's certificate or provide proof of equivalent proficiency.

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of personnel.
