Description:This position supports SNAP Training & Employment Program (STEP) students and potential STEP participants toward enrollment and through completion of programs at Columbia Gorge Community College (CGCC). Support STEP participants towards job search and career goals. Will focus on recruiting SNAP (Supplemental Nutrition Assistance Program) eligible and unemployed/underemployed workers to complete short-term training and move into employment. Serve as a liaison between STEP, SNAP, all CGCC locations and throughout Wasco, Hood River, Sherman, Wheeler, and Gilliam counties, community resource providers, and CGCC staff and programs.
ESSENTIAL JOB FUNCTIONS

  • Identify and recruit eligible STEP participants, providing pre-advising, and information about STEP, testing/placement, and financial aid.
  • Develop initial Individual Success Plan with each STEP student, addressing short- and long-term academic and career goals.
  • Provide academic, career, financial aid, and personal advising to students in GED, ESOL, Career Technical Programs, Integrated Education and Training and/or career pathways programs regarding: college programs, financial aid, admissions, registration, student success resources, community resources and services, and strategies for success.
  • Serve as an advocate for participants in their efforts to navigate campus and overcome institutional and personal barriers toward degree/certificate/program completion.
  • Meet with participants on a regular basis; monitor progress of each student on caseload; problem-solve and make appropriate referrals; serve as a liaison and advocate for students.
  • Receive, screen, and process referrals from partner agencies.
  • Engage in STEP activities, recruitment, and trainings both internally and through DHS (Dept. of Human Services), the Community College STEP Consortia, WorkSource Oregon and other community-based organizations.
  • Connect students in need with tutoring and supplemental instruction, organize, and schedule course-specific study groups for project participants.
  • Assist STEP participants with job search activities and refer as needed to college staff and agency partners for internships and job placement assistance.
  • Travel between The Dalles and Hood River campuses on a weekly basis to administer and advertise STEP services.
  • Collaborate with Academic Development Program staff, advisors, and other college departments to create an atmosphere supportive of students and student transitions.
  • Develop and maintain referral network of social service agencies and programs (Housing, DHS, WorkSource, & other Community Based Organizations).

MARGINAL JOB FUNCTIONS

  • Perform related duties as assigned or directed.
  • Follow safety procedures and maintain work area in a clean and orderly manner.
  • Completes all required WorkSource Oregon Trainings through the state iLearn system.

Requirements:EDUCATIONAL BACKGROUND AND EXPERIENCE
Bachelor's degree in counseling, education, or related field and one year experience working directly with clients in disadvantaged settings; or High School graduation or equivalency and four years progressively more responsible experience working directly with clients in a disadvantaged setting; or satisfactory equivalent experience and training as determined by the hiring authority.
REQUIRED KNOWLEDGE, SKILLS, AND PERSONAL QUALIFICATIONS

  • Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  • Ability to work effectively and sensitively with individuals of diverse cultural, educational, and socioeconomic backgrounds and perspectives, and abilities.
  • Ability to convey a pleasant and helpful attitude by using excellent interpersonal and communication skills to control sometimes stressful and emotional situations. Requires sufficient communication and human relations skills to resolve complaints/issues, defuse anger, and gain cooperation.
  • Ability to operate efficiently in Word processing and spreadsheet applications. Exhibit a high level of computer literacy, sufficient to use software and databases to produce correspondence, documents, and reports.
  • Ability to work with adult learners, traditional age students, agency partners, and college staff.
  • Ability to plan, organize, and carry out activities independently.
  • Knowledge of college entrance procedures and programs of study. Knowledge of the world of work, assessment testing and the transfer process.
  • Demonstrated commitment, by work experience and/or community involvement, in providing services for minority, low-income, or persons with disability.
  • Demonstrated interaction with regional industry to address needs of the program and the ability to successfully collaborate with federal, state and local partners in education, workforce and industry.
  • Strict adherence and understanding of Federal, State, and Community College confidentiality rules and regulations

DESIRABLE QUALIFICATIONS
Knowledge of counseling, instructional, and guidance techniques and methods; teaching and motivational techniques; classroom management. Reasonable knowledge of sales and marketing methods and techniques; Workforce Innovation and Opportunity Act regulations; community services and resources; job search methods; and labor market information.
Ability to plan, develop, and implement training programs; understand, interpret and apply statistical and assessment data and testing; establish and provide a supportive, motivational environment for adult customers from varying backgrounds and environments; apply sales and marketing techniques in communicating with employers and instructing customers; prepare and present informational programs; create a positive, non-judgmental, and motivational atmosphere for customers and co-workers.
Skills in interviewing and interpersonal communication; case management. High attention to detail and interest in detail-oriented work.
WORKING CONDITIONS

Travel:
Periodic travel for business outreach events, conferences, and to the college campuses in both The Dalles and Hood River.
Other:
Have possession of or the ability to obtain a valid, unrestricted Oregon driver’s license or have reliable transportation.
