Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Day Care Service Eligibility Administrator. Under administrative direction, this position will oversee and direct staff engaged in contract establishment, provision, and monitoring of day care services and will monitor contracts to ensure they are without legal and technical flaws and in compliance with state and federal statutes, rules, and policies. The position provides final authorization and signature of day care contracts and reviews subordinate staff recommendations concerning service provider proposals and negotiated contracts for day care services. Job Responsibilities

1. Serves as Statewide Day Care Service Eligibility Administrator

2. Provides quality assurance reviews of staff recommendations/determinations concerning applications for day care service eligibility

3. Serves as full line supervisor

4. Directs ongoing payment, fiscal monitoring, and eligibility determination to ensure better utilization of allocated funds and compliance with statutory and fiscal guidelines

5. Directs public and community relations concerning day care services

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires a master’s degree in social work or a related human services field

2. Requires three years of progressively responsible administrative child welfare experience with an MSW or four years of progressively responsible administrative experience with a master’s degree in a related human services field

Preferred Qualifications

1. 3 years of professional experience managing or conducting contract monitoring and/or review in a public or business organization

2. 3 years of experience supervising professional staff in a public or business organization

3. 3 years of professional management experience in a public or business organization

4. 3 years of professional experience developing and implementing negotiating strategies in a public or business organization

5. 3 years of professional experience resolving complex payment and contract amendment problems in a public or business organization

Employment Conditions

2. Requires possession of a valid driver’s license and ability to travel
