Purpose


Oversee all activities related to the construction and maintenance activities of the assigned job, with focus on the Company's main replacement process; to ensure that all activities are performed in accordance with Company policies as well as both State and Federal Codes and Regulations. Perform various leak surveys throughout the gas distribution system and ensure any third party construction is not in conflict with the Company's facilities. Responsible for providing review and oversight of crews engaged in the full range of general construction and maintenance activities on transmission and distribution systems and facilities as applicable . Performs such work in accordance with Company, regulatory and safety procedures. Applies advanced knowledge of job area typically obtained through advanced training, education and work experience.


Accountabilities


Construction and Restoration

  • Review, supports, coaches and ensure processes for main and pipe replacement done by third party resource work crews for Liberty.
  • Responsible for reviewing with crews to ensure completion of assigned duties and compliance with protocols.
  • Plans, oversees and participates in all activities associated with construction and maintenance work assignments.
  • Determines and organizes crew equipment requirements. Secures necessary materials and tools.


Leak Survey

  • Perform various leakage surveys throughout the gas distribution system and ensure any third party construction is not in conflict with the Company's facilities.
  • Assist the C&M Department in leak investigation and related odor complaints.
  • Provide rechecks of various cathotic protection testing.
  • Trouble shoot gas distribution system to verify maintenance on System 192
  • Assist Pressure Regulation Supervisor on the operations and maintenance of district regulators and gate stations.
  • Performs activities to ensure responsiveness to natural gas and other emergencies. May be required to hold stand-by duty, work shifts, holidays, weekends, emergency call outs and occasional extensive hours.


Operations

  • Completes scheduling and execution of appointments for customer transfers to the new replacement installations related to service replacements.
  • May oversee, coordinate and inspect work of contractor crews to ensure compliance with Federal state and local codes and regulations and Company standards.
  • Reconcile completed work with third party invoicing and for accuracy, completeness and scope of the repair.
  • Interprets main and service records from various maps, records and prints.
  • Completes the service meter set layout and location for replacement services.


Compliance

  • Completes and maintains accurate records and reports to comply with Company and regulatory requirements.
  • Conduct quarterly bridge inspections. Mark out distribution systems facilities as registered through the Dig Safe Call System.
  • Identifies, addresses, and reports safety and encroachment issues to their resolution and completion.
  • Is responsible for the safe operation and inspection of assigned Company vehicles and equipment.

Education and Experience


  • Broad Job Knowledge - Broader knowledge of theory and principles within a professional discipline or advanced knowledge of specific technical/operational practices
  • College or professional program of 3 years or less
  • Overall 5-10 years of experiences
  • Five years natural gas construction and maintenance field experience.
  • Must have and maintain minimum Operator Qualifications (OQs) and classroom training for position.
  • Requires a valid driver’s license and CDL in accordance with Company standards.
  • Must have and maintain a Competent Person certificate.
  • Must obtain and maintain any other required OQs and classroom training or certifications prior to being placed in this role.
