The Public Works Department is actively seeking a Solid Waste Worker I.

This is service maintenance work in performing varied manual labor work collecting solid waste materials for disposal, reuse and recycling. Work requires knowledge of work instructions, work routines and procedures used in performing manual tasks relating to solid waste operations. Contacts require basic courtesy, tact, and effectiveness in dealing with others and include requesting or providing information, asking questions, or obtaining clarification. Work is performed following specific instructions and established routines. The work is repetitive with little need to exercise judgment; the situations are nearly the same and require choice of the correct procedure. Work is performed primarily outdoors where there are some risks and hazards associated with the collection of solid waste materials, such as exposure to hazardous or contaminated materials. Operates machinery and tools such as pitchfork, push broom and packer machinery. Work involves physical labor such as picking up and dumping solid waste materials weighing less than 50 pounds on a continual basis. Work is performed under immediate supervision where the work assignments are well-detailed and well-prescribed by a superior or covered by established procedures and worker is not permitted to deviate from established procedures.

Examples of Work

  • Rides on the back of a garbage or recycling collection truck and collects solid waste materials on a designated route.
  • Operates packer machinery mounted on vehicle to pack refuse.
  • Loads and unloads varied materials using hand tools.
  • Directs driver when pulling out in traffic and backing up and directs incoming vehicles to dumping area at solid waste disposal facilities.
  • Examines waste loads to prevent disposal of contraband waste, according to government regulation.
  • Sweeps and picks up refuse from streets, gutters, and sidewalks.
  • Checks operating and safety conditions of vehicles and performs minor servicing.
  • Performs minor construction and general maintenance tasks such as minor roofing repairs, painting, fence repairs, pipe installations, and replacement and repair of concrete bulkheads.
  • Cleans and maintains solid waste buildings and facility areas.
  • Performs grounds maintenance work such as mowing, trimming, spraying and watering.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of basic work routines and procedures in collecting solid waste materials for disposal, reuse and recycling.
  • Knowledge of applicable safety rules and regulations.
  • Ability to operate solid waste machinery and tools safely under adverse weather conditions.
  • Ability to pick up and dump solid waste materials weighing less than 50 pounds on a continual basis.
  • Ability to understand and follow oral and written instructions, including warning labels and symbols identifying hazardous materials.
  • Ability to check operating and safety conditions of vehicles and perform minor servicing.
  • Ability to perform minor construction tasks, general maintenance of buildings and grounds and janitorial duties.
  • Ability to examine waste loads to prevent the disposal of contraband materials in landfills.

Open Requirements/Supplemental Information

  • Ability to read and write English.
OTHER REQUIREMENTS:
  • The probationary period for this class is six (6) months.
  • This classification performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (Directive 0401).

  • This is a non-competitive class which does not require an examination for filling of vacancies.
