Location: DOD office located in Crystal City or Arlington, VA at least 2 days per week and the remaining time will be remote.

Job Summary:

The Senior Policy Analyst for the DOD Office of Small Business Programs (OSBP is a critical position responsible for researching, analyzing, developing, and implementing policies that promote the participation of small businesses in defense contracts and subcontracts. The role requires extensive knowledge of federal acquisition regulations and policies, as well as an understanding of small business programs and their impact on government contracting. The Policy Analyst will be responsible for researching, interpreting, analyzing, and developing recommendations related to Federal Acquisitions Regulations (FARS) and the Defense Federal Acquisitions Regulation Supplement (DFARS) that are related to policies directed at OSBP. The Policy Analyst is expected to have a strong understanding of the legislative process, including the budget process and appropriations, as well as the ability to analyze and interpret legislative language and proposals related to defense policy. The Policy Analyst will be expected to work closely with senior management and subject matter experts to provide policy guidance and support to ensure compliance with FARS/DFARS regulations. The Policy Analyst is responsible for understanding and working with Congress, Senate, and Capitol Hill to ensure that DoD policies align with legislative priorities and objectives. The Policy Analyst should be able to effectively communicate complex policy issues to members of Congress, their staff, and other stakeholders.

Key Responsibilities:

  • Conducting research and analysis on policies and regulations related to small business programs.
  • Collecting and compiling information including statistical data, surveys, cost-benefit analysis, focus groups, and other tools to help identify hidden problems and reveal the effectiveness or ineffectiveness of policies.
  • Evaluate outcomes and provide senior leadership with solutions and recommendations to promote changes to existing regulations.
  • Interpreting the Federal Acquisitions Regulations (FARS) and the Defense Federal Acquisitions Regulation Supplement (DFARS) to senior leadership and providing solutions and recommendations for decision making.
  • Developing and implementing policies and procedures to ensure compliance with federal regulations and guidelines related to small business programs.
  • Work closely with senior management and subject matter experts to develop policy recommendations and guidance for the implementation of FARS/DFARS regulations.
  • Develop and maintain relationships with key stakeholders to ensure policy alignment and consistency.
  • Monitor and assess the effectiveness of FARS/DFARS policies and regulations to identify opportunities for improvement.
  • Provide guidance and support to DoD personnel on FARS/DFARS regulations.
  • Develop and deliver training on FARS/DFARS regulations to DoD personnel.
  • Produce professional written content for congressional reports, interim letters, briefings, read aheads, newsletters, and speeches.
  • Create shareable content to promote public policy by producing professionally written blogs, website updates, and social media content.
  • Collaborating with other government agencies, industry associations, advocacy groups, and stakeholders to identify best practices and develop innovative solutions to challenges facing small businesses in government contracting and program initiatives.
  • Work with Financial Analysts for preparation of the budgeting process and appropriations.
  • Providing guidance and training to program staff and stakeholders on policies and procedures related to small business programs.
  • Assessing the effectiveness of small business programs and policies and making recommendations for improvements.

Qualifications:

  • Bachelor's degree in Public Policy, Political Science, or a related field. Master's degree preferred.
  • At least 5 years of experience working in a policy analyst role, preferably in the defense industry.
  • Experience working with FARS/DFARS regulations and policies.
  • Experience working with legislative committees, such as the House Small Business Services Committee and Small Business & Entrepreneurship Committee, is highly desirable.
  • Must have experience working with external stakeholders, such as industry associations and advocacy groups, to build consensus and support for policy initiatives.
  • Excellent research, analytical, and writing skills.
  • Strong communication and interpersonal skills, including the ability to effectively communicate complex policy issues to a variety of audiences.
  • Ability to work collaboratively with cross-functional teams, including senior management, subject matter experts, and external stakeholders.
  • Strong attention to detail and the ability to manage multiple tasks and priorities simultaneously.
  • U.S. Citizenship and eligibility for a security clearance.

Working Conditions:

The Policy Analyst will work in an office environment at least 2-3 days a week either in the DOD Crystal City or Alington offices, with occasional travel to other DoD facilities, conferences, and the Hill. The position may require occasional evening and weekend work to meet congressional requests and project deadlines. The Policy Analyst must adhere to DoD security protocols and comply with all regulations and policies governing the handling of sensitive information.
