The Senior Manager, Risk Management main objective is to ensure the Americas Regional Business Partnership (ARBP) operations achieve management objectives and client satisfaction. The Senior Manager is responsible for management of risk and internal controls programs, implementation of risk and internal control strategies for corporate and overseas operations and making business process improvements recommendations. Risk management efforts should support overall efficiency and effectiveness, and compliant use of processes and systems set forth by both Palladium and the ARBP.

Reporting and Supervision:


  • The Senior Manager, Risk Management reports directly to the Director, Risk Management with a dotted line to the Portfolio Lead, PLSCM


Primary Duties and Responsibilities:


  • Work with assigned teams in business development and programs to identify and plan for risks and dependencies (including potential single points of failure in supply chains) and support resolution or mitigation planning for identified issues
  • Collaborate with the global risk management team to review, monitor, and adapt policies and procedures to meet the changing needs of the business, but also remain consistent with all legal, regulatory, and contractual requirements
  • Participate in development of requirements and source selection planning including procurement competition, evaluation, responsibility determination, source selection, administration including resolution of disputes and settlements, and close-out
  • Lead and support the Anti-Bribery Anti-Corruption program implementation including Third Party Due Diligence processes and managing employee declarations of conflicts of interest
  • Provide guidance on and review of contractual correspondence with vendors, subcontractors, and partners
  • Reviews and analyzes metrics and data such as inventory shrinkage and employee activity that could uncover fraudulent behavior
  • Develop and deliver risk and compliance training finding innovative ways to enhancing learning and sharing of best practice across the community in key risk and compliance areas and topics
  • Conduct internal reviews to evaluate practices and artifacts across the organization to ensure compliance with respective policies, procedures and standards
  • Monitor business risks including but not limited to tracking funding delays, execution of subcontracts, expired authorizations, delayed payments and advances to subcontractors and vendors
  • Prepare reports for escalation/adjudication by senior management as necessary, identifying risks, trends, and key disputes
  • Provide mentorship and guidance to our key partners to allow them to develop a strong risk and compliance culture throughout the supply chain
  • Act as key contact and support point for the PLSCM community, providing proactive compliance advice to ensure business objectives are achieved in a compliant manner, suggesting solutions, and developing effective communications of compliance messages to the PLSCM community
  • Work closely with global teams to develop and communicate the business continuity and crisis management plans for the PLSCM community
  • Perform all other position related duties as assigned or requested


Key Competencies Required:


  • Experience or education in one or more of the following technical topics: market dynamics, category management, forecasting and supply planning, strategic sourcing/ procurement, multi-modal logistics (sea freight, airfreight, ground freight), warehousing & inventory management, last mile distribution & transportation, private sector engagement, institutional capacity building, supply chain information systems and data management
  • Strong experience in the fields of purchasing and logistics activities under U.S. Government Prime Contracts and subcontracts under various U.S. Government customers, USAID and/or DoD preferred
  • Demonstrated senior/expert level knowledge of various types of FAR-based contracts (such as CPFF, T&M, FFP, FUP)
  • Demonstrated experience in all phases of source selection, including competing, evaluating, negotiating, and administering subcontracts, purchase orders and other procurement instruments.
  • Strong analytical skills to successfully perform financial reviews, determination of responsibility and other forms of qualitative analysis., data analytics and performance management, governance, and enabling environment
  • Demonstrated Minimal Viable Product mindset to deliver customer value faster
  • Experience in commercial items contracting, including the preparation of Commercial Items Determinations for both commodities and services
  • Experience with inventory management procedures
  • Experience managing purchasing activities in complex operating environments abroad, including contingency operations
  • Experience with providing cost or pricing data under TINA requirements pre- and post- contract award
  • Excellent written and oral communication skills (in English) as demonstrated by speaking engagements and/or written documents
  • Ability to meet multiple deadlines with exceptional attention to detail and to quality
  • Excellent team management skills in a complex and fast-paced environment
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants
  • Excellent problem solving and decision-making skills
  • Ability to travel and work in developing countries for extended periods of time (20-30%)


Professional Expertise/Competencies Preferred:


  • Experience with implementing ISO compliant management systems within complex and developing country environments.
