Definition

Under the general direction and supervision of the Safety Manager, the Safety Specialist is responsible for assisting the Risk Management team with the development and delivery of a health, safety, and environmental (HSE) program for the Kenai Peninsula Borough (KPB) and Kenai Peninsula Borough School District (KPBSD).

Minimum Qualifications

A High School diploma, or GED, with two years of experience in HSE programs is required. Must have a current OSHA 10 or 30 and be willing to obtain additional certification(s) through BCSP or other recognized institutes such as the Occupational Hygiene & Safety Technician (OHST) certification. Must be familiar with and able to demonstrate the ability to locate and research applicable HSE subjects within OSHA, ANSI, NFPA, and IFC codes and regulations. Must have intermediate computer skills involving proficiency with Microsoft office, Microsoft Outlook as well as experience working with web-based software, databases and file management systems. This position also requires frequent travel and requires an unrestricted Alaska driver’s license.

Essential Functions

1. Assists the Risk Management department with all HSE matters which includes the development and implementation of HSE policies, procedures, and guidelines which support the KPB&SD Risk Management Program.

2. Provides training and performs inspections to ensure compliance.

3. Conducts post-incident investigations.

4. Conducts and/or assists with all KPB&SD safety meetings.

5. Keeps abreast of OSHA and other applicable federal, state, and local laws and regulations.

6. Conducts Loss Control Incentive Program (LCIP) Inspections as well as other facility-related inspections and works with user-groups to develop action plans to mitigate deficiencies.

7. Prepares and delivers reports to management, leadership, and other groups.

Other Functions:

1. Performs additional safety functions as assigned.

Other Requirements: Requires travel to locations across the entire KPB which includes frequent travel by car or truck and occasional travel by small aircraft or watercraft. Overnight, out-of-town stays may also be required on occasion.

Physical Demands

Work is performed while standing, sitting and walking. Requires the ability to communicate effectively utilizing speech, vision, and hearing. Requires the use of hands for performing simple grasping and fine manipulations. Requires ability to balance, kneel, crouch, crawl, climb and reach. May require the wearing of a respirator and other required PPE and there will be exposure to moving machinery, dust, fumes and vapors and drastic changes in temperature and humidity. This position also requires occasional lifting or moving of loads up to 70 pounds; reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
