The AFRL Munitions Directorate (AFRL/RW), Human Capital (RWH) seeks to hire a mid-level DO-301-03 to serve as the Chief of Human Capital at Eglin AFB in Valparaiso, Florida. Experience transforming the Human Capital function into a strategic advantage for the organization. A candidate will exceed expectations if he/she served in the Human Capital function in both government and industry organizations with results.

Position duties include, but are not limited to:

  • Serves as the Human Capital (HC) Chief leads the lifecycle systems and strategic approach to supporting the Air Force Research Laboratory-Munitions Directorate (AFRL/RW) current and future Human Capital and organizational agility.
  • Provides strategic direction, guidance and expert level knowledge on complex technical planning and organizational activities across RW, to include Science and Technology ecosystem presence and access to talent, talent management, and organizational development.
  • Represents AFRL/RW externally for industry and academia outreach and programs, and internally to HQ AFMC and Centers, HQ Air Force, USSF, DoD Laboratories, DoD, other government agencies and Congressional offices.
  • Influences consensus among internal and external stakeholders. Leads matrixed teams and IPTs, pilot programs, studies, and engagements regarding RW's Human Capital and workforce policies, employee expectations, recruitment and outreach, and development programs.
  • Serves as principal authority in the analysis and direction of RW enterprise Human Capital programs by designing, developing, adapting statistical techniques to solve problems.
  • Advances the mission by applying new and innovative teaming and employment models to deliver results. Establishes metrics in key technical and business domains to link HC initiatives to AFRL and RW objectives.
  • Develops and fosters mutual reinforcement, accountability and shared vision among AFRL's HC leaders, including the AF K-12 STEM Lead, the Internship Lead, the Director of Personnel, the Chief Learning Officer, the Lead of HR Data Analytics, the mission organization POCs and Team Eglin community.
  • Connects with internal workforce and external stakeholders to communicate HC initiatives, real and future value of systems and strategic approach, and to receive and incorporate feedback, as appropriate.
  • Communicates findings, shared knowledge and development of HC with RW leadership, workforce and higher headquarters (HHQ).
  • Applies the full range of subject matter methods, principles, practices, and evaluative methodologies to advise on and/or resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented.
  • Utilizes a wide range of subject matter practices, laws, regulations, policies, and precedents and uses a range of analytical methods to identify, evaluate, and recommend appropriate HC solutions.
  • Develops short- and long-range goals, develops detailed plans for implementing them, and oversees implementation.
  • Determines if adjustments or changes in objectives or emphasis are needed in organization functions.
  • Recommends organizational or process changes.
  • Considers and evaluates the impact of changes in legislative and regulatory requirements on HC functions.

Required Qualifications

  • U.S. Citizenship
  • Must be able to obtain and maintain a Secret security clearance
  • Must have at least 52 weeks of specialized experience at the DO-02/GS-13 or equivalent grade level

Desired Qualifications

  • Experience:
  • Seven or more years of experience working within the spectrum of Human Capital Management in medium and large, government and industry organizations
  • Engaged in talent development industry or human resource professional organizations
  • Human Capital experience in a pay band compensation system
  • Experience in delivering intern and stakeholder communications across a global organization
  • Education: Advanced degree in Human Capital Analytics and Technology, Human Capital Management/Development, Human Resources, or Organizational Leadership
  • License: Completion of one or more Human Capital credentials – Project Management Professional (PMP), Human Resource (HR), Professional in Human Resources (PHR), Global Professional in Human Resources (GPHR), Senior Professional in Human Resources (SPHR), Project Management Institute (PMI), Certified Business Continuity Professional (CBCP)
