Your role as a Research Analyst
This is an exciting opportunity in our Data Reporting and Evaluation unit, and requires a forward-thinking person with the ability to meet the reporting priorities of the Juvenile Justice Education Unit and the agency using quantitative data. The Juvenile Justice Education Unit (JJEU) is responsible for the oversight of all academic programs for school aged children who reside in juvenile justice facilities or are incarcerated. You will support this unit by performing analyses and producing ongoing reports concerning the educational status, progress and outcomes for Juvenile Justice-involved youth. You will help ensure the quality of data matched across systems including those at DCF, State Department of Education (SDE), Department of Corrections (DOC), and the CT Judicial Department Court Support Services Division (CSSD). You will help design and specify ongoing reports, both written, visual and produced both manually and in automated fashion. You will likely support other agency projects and priorities, and a variety of related research projects being performed by external agencies/stakeholders, as needed and/or time allows.

Juvenile Justice Education Unit
The JJEU is tasked with developing a detailed plan to address concerns with overall coordination, supervision, provision, and direction of all academic services and programs for school aged youth/children who reside in juvenile justice facilities or are incarcerated.

  • Full-time, first shift, 40 hours per week

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

EXAMPLES OF DUTIES

Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments; analyzes, interprets and prepares data in a variety of ways; prepares narrative and statistical reports; develops computerized databases and analyzes and interprets computer generated reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of research methods and techniques; knowledge of statistics; interpersonal skills; oral and written communication skills; ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis; ability to understand agency related policies and procedures as they relate to research.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with Juvenile Justice, Education and/or other state/federal criminal justice or human service agency datasets.
  • Experience working with multiple linked administrative datasets for the purposes of analysis, evaluation and/or research
  • Experience working with advanced statistical software including Statistical Analysis Software (SAS) and/or IBM Statistical Package for the Social Sciences (SPSS)
  • Experience summarizing analytical and statistical analyses into written reports
  • Experience using data visualization software tools including MS Excel, MS PowerBI, or Tableau
