BSCC Rental Assistance Program / BSCC Warm Handoff Program

BSCC Rental Assistance Program serves 300 formerly incarcerated people who are currently experiencing homelessness and residing in South Los Angeles. The program will focus on Intensive Case Management using Housing First, Trauma Informed Care, Critical Time Intervention, and Progressive Engagement Practices. The program will offer Outreach and Engagement, Standardized Assessment, Housing Search + Counseling Services, Interim Housing, Housing Placement, Supportive Services Coordination, Housing Stabilization, and Transportation.

BSCC Warm Handoff Program will serve 250 formerly incarcerated people currently experiencing homelessness in South Los Angeles. Centered around Intensive Case Management using Housing First, Trauma Informed Care, Critical Time Intervention, Thinking for a Change, and Seeking Safety Practices; the program offers Outreach and Engagement, Standardized Assessment, Transition from Incarceration, Housing Navigation, Supportive Service Coordination, Housing Stabilization, Group Education/Counseling, and Transportation.

JOB SUMMARY AND PURPOSE

The Research Analyst I will conduct program evaluation efforts from planning stages through execution of the evaluation and testing processes. Participates in the effective systems for continuous improvement throughout VOALA and the communities served.

DUTIES AND RESPONSIBILITIES

  • Collaborate with stakeholders across the organization as well as with external partners to implement evaluation plans.
  • Create effective systems (electronic and hard copy) for the gathering, quality assurance, and storage of all project data.
    • Monitor and provide regular feedback on staff use of these systems.
    • Thoroughly verifies and debugs code & software components, using best practices or established procedures;
    • Assists in identifying causes of database errors and provides resolutions;
    • Participates in interviews with end-users to analyze and document program requirements;
    • Creates the initial mockup to ensure the requirements are accurately translated into the proposed solution;
    • Prepares user manuals, flow charts, training materials, and various technical documents;
    • Provides technical assistance and training to end-users.
  • Conducts qualitative and quantitative data collection (e.g., surveys, interviews, observation protocols, may have assistance from stakeholders).
    • Manages, organizes and analyses quantitative and qualitative data using a combination of tools (including SSPS, Atlas Ti, Excel, Tableau).
    • Prepares written and visual summaries of data to convey results to stakeholders including program evaluation reports, annual reports, dashboards and other evaluation-related documents. Keeps up to date on best practices for data visualization.
  • Performs special research projects as directed.

Qualifications

REQUIREMENTS:

  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications

EDUCATION:

  • Master's degree in social sciences, public health or equivalent

EXPERIENCE:

  • Minimum of 3 years of experience in program evaluation, or data management, or training on data management, or a combination of the above related experience.
  • Minimum of 1 year of experience in program evaluation and/or data management in a community-based organization

KNOWLEDGE:

  • Proven knowledge and experience with project management, research, and statistical analysis methodology

TECHNOLOGY SKILLS:

  • Proficient in data analysis for quantitative and qualitative research.
  • Ability to use Microsoft, Excel, PowerPoint, Online data collection tools.

SKILLS AND ABILITIES:

  • Ability to manage multiple projects simultaneously.
  • Detail oriented and solution focused.
  • Demonstrated experience in communication including but not limited to written, oral and electronic reports.
  • Ability to present complex technical information to diverse audiences in an understandable format.
  • Ability to travel.
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, with or without reasonable accommodation, including meeting qualitative and quantitative productivity standards.
  • Ability to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standards.

INTERPERSONAL CHARACTERISTICS:

  • Comfortable working independently, with experience working in a team environment.
  • Skilled in establishing and maintaining effective working relationships.

PREFERRED QUALIFICATIONS:

  • Preferred PhD
  • Preferred experience in internal evaluation, mixed methods evaluation, community-based participatory research, data collection techniques, and data analysis.
  • Experience working in underserved communities
  • Knowledge of Evaluation theory.
  • Knowledge on any of the following statistical software: SPSS, R, Atlas TI
  • Training on making data accessible to all stakeholders
