Job Description
Under general supervision of the Public Health Program Manager, this position provides surveillance, examinations and treatment in a variety of public health programs, including STD, TB, Refugee Health, Immunizations, COVID, communicable disease prevention, and others. Performs clinical work in accordance with protocols and Medical Director’s orders.
ESSENTIAL RESPONSIBILITIES
  • Interviews the patient and obtains an accurate history, presenting symptoms and contact investigation.
  • Performs assessments and focused exams on both male and female patients consistent with reported symptoms.
  • Collects blood samples and other laboratory specimens as part of assessment and diagnosis process.
  • Uses laboratory test results and clinical assessments to determine type and clinical stage of disease.
  • Administers appropriate treatment allowed under protocol, and provides referral as needed.
  • Provides education to clients regarding their infection and medication used for treatment.
  • Documents all interactions with patients in the electronic medical record.
  • Maintains patient confidentiality and complies with HIPPA requirements.
  • Packages and transports labs as needed.
  • Provides translation services for patients, as needed.
  • Participates in and attends team meetings, staff meetings, department meetings, in-service trainings, committees and other related activities as needed.
  • Performs TB skin tests, assesses the site and documents the result.
  • Assesses vaccination records and administers vaccinations as required when needed.
  • Provides direct client services for primary and secondary refugees.
  • Works with program manager, nurse practitioner and medical director to coordinate clinic operations.
  • Plays a primary role in weekly health screening clinics including home visits and documentation of overseas paperwork. Schedules interpreters, conducts blood draws, drug toxicity screening, vision screening, and orders labs and other diagnostic testing as required.
  • Maintains levels on all supplies required to provide patient care and submits orders medical supplies and medication for clinic as necessary.
  • Ensures timely completion of administrative tasks, including reporting activities, maintenance of medical supply inventories, and other routine paperwork.
  • Collects data and participates in analysis to improve program.
  • Is cross trained in nursing duties across Public Health, in order to provide backup support and coverage.
  • Participates in public health preparedness responses.
  • Performs other duties as assigned.

Knowledge, Skills, Abilities
  • Knowledge of area of specialty, anatomy and physiology, medications and disease processes and ability to apply those concepts to patients.
  • Knowledge of the Public Health ten essential functions.
  • Knowledge of the HIPAA Privacy Act.
  • Knowledge of the design and presentation of training programs.
  • Skills in Phlebotomy.
  • Skills to use and maintain a sphygmomanometer, thermometer and other medical assessment equipment (i.e. stethoscope, otoscope, and ophthalmoscope)
  • Strong verbal and written communication skill.
  • Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.

  • Ability to handle confidential information in an appropriate manner.
  • Ability to travel out of town for trainings and seminars.

  • Ability to drive to off-site locations including patient homes and meetings within Potter and Randall counties.
  • Ability to quickly change focus and priorities to address competing priorities, as necessary.
  • Ability to establish and maintain effective working relationships with employees, other agencies and the public.

Licenses/Certification

Required Qualifications
Requires an associate degree in Nursing, certification as a Texas Registered Nurse, CPR certification. A minimum of one year of nursing experience is preferred but not required. Experience with immunizations, pediatric patients and community outreach preferred. Experience working with an electronic medical record system is preferred. Bachelor’s Degree in Nursing preferred. Bilingual in Spanish preferred. Valid Texas Driver’s License and reliable transportation with current insurance is required.

Preferred Qualifications
A minimum of one year of nursing experience is preferred but not required.
