Job Overview:
The Employment Services Manager is responsible for effectively leading and enhancing Matching Grant (M.G.) program and Refugee Social Services (RSS) employment programs and coordinating the development, implementation, and activities related to the early employment, workforce, and financial capabilities. This position ensures program goals are met, ensures quality control for service provision and contractual compliance, and supervises a team of staff, interns/volunteers, and AmeriCorps members.

Responsibilities: Include, but are not limited to:

Oversight of Programs:

  • Responsible for developing grant proposals and reports related to all areas of contracts and grants within the department.
  • Responsible for effectively leading and enhancing Matching Grant (M.G.) and Refugee Social Services (RSS) employment programs.
  • Supervise the provision of services through regular and systematic case file reviews and quality assurance protocols, including data Q.A. quality assurance to ensure compliance with donor requirements and provision of quality services.
  • Lead all aspects of the departmental and individual program budget and manage expenses to maintain costs within allocated budgets.
  • Cultivate long-term relationships with local employers and develop strategic partnerships with community organizations and funders.

Staff Supervision and Other Responsibilities

  • Participate as an active member of the office’s programmatic leadership team and relevant internal and external groups.
  • Effectively Llead and manage all the team members; formally evaluate team and individual performance to ensure objectives have been met.
  • Coordinate quality assurance efforts by conducting periodic case files and electronic data reviews.
  • Recruit and train staff in all aspects of Economic Employment Services’ programs responsibilities.
  • Represent IRC in public, professional, and governmental forums.
  • Ensure the transition of exiting Reception & Placement (R&P) client's services after 90 days are continued for the enrolled (M.G.) those clients enrolled in within the (M.G.) Matching Grant program and/or provide quality employment services through a variety of other grant projects, such as the Georgia Department of Human Service’s Refugee Social Services grant.
  • Facilitate interdepartmental communication and information sharing for monthly newsletters, program reports, etc.
  • Other duties as assigned.

Job Requirements:

Education: Bachelor’s degree is required; an advanced degree in a related field is preferred.

Work Experience:

  • 5+ years of related program management experience, including staff management, program development, and monitoring and evaluation.
  • Previous fundraising and grant writing experience.

Demonstrated Skills & Competencies:

  • Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead through collaboration with individuals from many cultures with various skills and perspectives.
  • Strong analytical and training skills; excellent written and oral communication skills.
  • Highly organized self-starter with proven success managing multiple priorities, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.
  • Solid diplomacy, relationship building, and networking skills; effectively managing internal and external relationships, including community stakeholders and donors.
  • Fluent in English, both spoken and written. Proficiency in a second language is desirable.
  • Demonstrated proficiency in working with M.S. Office applications, with a strong command of Excel.

Working Environment:

  • A combination of a standard office environment and ‘field’ time within the service delivery area to perform the outlined responsibilities.
  • It may require occasional weekend and evening work.
