This position works a hybrid in-office/remote schedule and candidate must live within a commutable distance.

Established in 1992, the Institute for Public Health (IPH) serves as a bridge between the public health academic community and public health practice. As the practice arm of San Diego State University’s School of Public Health, the IPH engages in public health practice, community-based program evaluation, and community engaged research with public health agencies and organizations in San Diego County and California with the goal of expanding the knowledge base for the public health workforce. The IPH currently works in the topic areas of COVID-19, cancer, health informatics, medical interpretation services in health care settings, behavioral health, HIV prevention, alcohol and drug prevention, youth community planning, tobacco prevention, homelessness, and harm reduction, among others.

The Public Health Program Specialist will support the team of Principal Investigators in designing, managing, and implementing program evaluation projects. Duties include designing data collection tools and surveys; conducting focus groups and key informant interviews; collecting, entering, cleaning, and analyzing quantitative data; performing qualitative data analysis; drafting evaluation reports; training community partner staff; creating systems for data entry storage and management; interacting with staff from other agencies; and aiding in proposal development. The Public Health Program Specialist will also perform literature reviews, aid in the design of program evaluation plans, and provide recommendations to partner agencies. While the primary duties of this position will be data collection as well as drafting, editing, and formatting reports, the IPH will provide opportunities to grow as a public health professional.

Responsibilities:
The Public Health Program Specialist will be responsible for assisting with the following duties:

Data Collection, Cleaning, Managing, and Analyzing (40%)
  • Performing basic descriptive quantitative analysis using statistical software, with training on more sophisticated analyses as needed
  • Conducting qualitative data analysis and summarizing findings
  • Collecting quantitative and qualitative data by conducting surveys, interviews, and focus groups
  • Designing data collection systems, with training as needed (Excel, Qualtrics, etc.)
  • Cleaning and managing data from partner organizations; providing technical assistance to partner organizations as needed
  • Entering data into various software platforms
Report and Presentation Writing and Editing (25%)
  • Creating results tables, figures, visualizations, and narrative
  • Drafting and formatting professional-level evaluation reports
  • Preparing presentations, and presenting findings to professional and community audiences
Instrument and Evaluation Design (20%)
  • Designing and drafting of data collection instruments, including surveys, focus group guides, and interview guides
  • Drafting evaluation plans and logic models
Literature Reviews (5%)
  • Utilize search engines such as PubMed to locate relevant published literature
  • Conduct web searches of government websites, among others, to find relevant studies
  • Critically analyze research for rigor and relevance
  • Synthesize information from a wide variety of sources to draw conclusions about issues such as best practices
  • Write summary literature review reports for various audiences
Other duties as assigned (10%)
  • Performing administrative duties as needed
  • Representing IPH and SDSU at meetings, on advisory boards, and in other functions as needed
  • Assisting with grant writing and the preparation of responses to requests for proposals
  • Maintaining confidentiality at all times
  • Ensuring that grant and contract deliverables are met
Qualifications:
Knowledge and Abilities:
  • Detail-oriented with good organizational skills
  • Ability to analyze and summarize qualitative and quantitative data, utilizing SPSS or SAS as needed
  • Ability to prepare formal reports summarizing qualitative and quantitative data as well as literature review findings, including formatting and preparation of graphs and tables
  • Strong writing skills
  • Ability to effectively conduct and report on literature using search engines such as PubMed and PsychInfo
  • Excellent interpersonal skills with the ability to cultivate strong collaborative relationships with community partners
  • Strong ability in all Microsoft Office programs
  • Strong ability to work independently
  • Positive attitude and a high level of commitment to and enthusiasm for the mission of the IPH
  • Ability to work on multiple tasks and allocate time to meet deadlines
Minimum Education and Experience:
  • Equivalent to a bachelor’s degree in appropriate field related to program/project, or additional experience may be substituted for the required education on a year for year basis.
  • Four years of progressively responsible experience in technical or administrative assignments, two years of which would be at the Program Specialist I level.
Preferred Qualifications:
  • Master’s degree in Public Health (MPH) or related discipline
  • Bilingual (English/Spanish or another language)
  • Two years public health evaluation experience in a community setting
  • Familiarity with public and private community agencies in San Diego County and current public health issues
  • Familiarity with survey software including Qualtrics
  • Familiarity with professional report preparation and formatting in Microsoft Word
  • Experience conducting focus groups and interviews
