What You Will Do


Gannett Fleming is looking for a Proposal Manager to support Gannett Fleming’s global Transit & Rail business line. The primary focus for this position is the East, although this position may also support strategic initiatives across the U.S. and Canada. This is a senior-level position focused on leading key business development support efforts, which include strategic proposal management and capture planning leadership in support of the business line’s capture managers.

This position may be located in either the Fairfax/DC, Baltimore, Valley Forge, Philadelphia or the New York City Area.

Principal Responsibilities and Essential Functions

Proposals

  • Leads high priority proposals. Single responsible manager on each individual proposal effort assigned. May supervise the work product of other proposal specialists supporting the proposal. Takes initiative to ensure exceptional quality and timely completion of proposals, SOQs, and other materials as needed.
  • Helps prepare and coach interview teams. Schedules/facilitates kick-off meetings and rehearsals and prepares presentation and supporting materials.
  • Enters and tracks opportunities and proposals in CRM
Capture Planning
  • Provides capture plan support to the business line’s capture manager for complex pursuits with minimal oversight.
  • Plans and implements capture planning activities in close coordination with business line leaders and capture managers. This includes facilitating Issue/Feature/Benefit/Proof workshops with the capture team; assisting with pre-RFQ and pre-RFP positioning tasks; conducting SWOT analysis; facilitating sessions to develop value propositions and win themes; and performing client- or opportunity-specific research to expand knowledge of targeted pursuits and potential competitors.
  • Coordinates with respective Marcom staff during capture planning to coordinate early input, as required
  • Brings a clear understanding of best practices for capture planning to be able to clearly communicate intent and purpose of capture activities, as well as being able to identify situations where there is a need for best practice flexibility
Client Management
  • May assist in coordinating client management activities, including providing research support, scheduling, and organization of information

Minimum Qualifications

Education and Licensing Requirements

  • Normally a 4-year degree required in English, marketing, journalism, communications, or applicable field is required
Training, Skills, Knowledge and/or Experience
  • Normally 8-10 years of experience in leading, coordinating, planning, and developing AEC proposals and qualifications, sales/technical presentations
  • Demonstrated successful performance with increased responsibilities in the past 5 years
  • Proficiency with capture planning concepts and best practices
  • Demonstrated understanding of and experience in the AEC industry, preferably in transportation
  • At least two years of experience supporting capture planning by participating in multiple pursuits
  • Superior organizational skills, the ability to create and communicate effectively, and proven experience in completing quality work on time
  • High attention to detail and the ability to adapt quickly to changing conditions while effectively driving teams to produce high-quality deliverables
  • 2-3 years of proposal interviews participation/support leadership, with demonstrated increased responsibilities over past 5 years
  • Competency in InDesign, Dynamics 365 CRM, and Microsoft Office applications (Word, Excel, Power Point)
Additional Notes
Other duties may be assigned as necessary. Generally, office work environment. Must be able to sit or stand for extended periods of time. Must be able to independently travel and be physically present in the office or at a client site.
